About The Position

Precise Systems is seeking a Data Management Analyst, Journeyman to support their customer at the Patuxent River, MD Program Office. This role involves collecting, organizing, and interpreting data related to aircraft and product programs, maintaining configuration control of acquisition products and data, tracking configuration changes, and coordinating the development of Engineering Change Proposals and Technical Directives. The analyst will apply government-instituted processes for documentation, change control management, and data management.

Requirements

  • BA/BS degree
  • 3 to 10 years of experience performing duties described in the functional description
  • Must hold and maintain a Secret security clearance
  • U.S. Citizenship is required

Responsibilities

  • Assist in implementing and maintaining the Command’s Data Management Program (DMP), developing Command directives, instructions, and guidance for the acquisition, storage, integration, and exchange of DOD system data management requirements.
  • Participate in periodic Data Management Program assessments to collect and maintain process metrics and reporting techniques, ensuring team compliance with DOD level Data Management Program policies and procedures.
  • Determine requirements for and develop specific Data Management Program training requirements for the PMA 231 E-2/C-2A program.
  • Manage the Command’s Data Item Description (DID) standardization program, reviewing new and revised DIDs for E-2/C-2A Program compliance, submitting and monitoring DIDs, and approving special One-Time only DIDs. Serve as the primary focal point and consultant for the Acquisition Management of Contractor-Prepared Data, developing appropriate acquisition training certification requirements and providing data management competency guidance.
  • Provide Data Management Program guidance to acquisition managers in preparing and submitting data management related product deliverables, including Procurement Initiation documents (PIDs), Engineering Change Proposals (ECPs), Statements of Work (SOW), and Request for Deviations, Waivers and Variances. Assist in developing contractual requirements for data management related product deliverables to ensure contractor responsiveness and adequate Data Management Programs. Analyze and edit Statements of Work (SOWs) and CDRLs, ensuring agreement between them. Attend Procurement Planning Conferences (PPCs) and assist with Procurement Planning Agreements (PPAs).
  • Understand the management of a collaborative Integrated Data Environment (IDE) and various IDE tools. Assist and establish management processes within the Acquisition Management System (AMS). Facilitate contractor involvement for AMS CDRL tool delivery capabilities. Act as a liaison between the Program and the Contractor to ensure contractor deliverables are streamlined and align with program requirements, schedules, and data management standards.
  • Coordinate Data Requirements Review Boards (DRRB) to authenticate data requirements and ensure Procurement Initiation Documents meet acquisition suitability. Establish the agenda and operating instructions for the DRRB. Develop and maintain training modules and briefing packages on Data Management Program work processes, internal and external training requirements.
  • Think critically and speak clearly, present ideas (both orally and in writing), possess a high degree of self-initiative, and have the ability to meet and effectively negotiate with people at all levels.
  • Demonstrate ingenuity when unconventional problems develop for which a solution is not covered by instructions, directives, or policies. Be cognizant of the latest DOD, DON, and other relevant branches of services instructions and directives related to acquisition and weapons systems management. Assure timely coordination and integration with DPMs and all other IPT(s) members in the areas of CM, Engineering, Logistics, Contracts, and related technical data.
