About The Position

The Strategy and Evaluation Division of the Institute for Capacity Development (ICDSE) is seeking a Data Dissemination Officer to lead the dissemination, governance, quality assurance, and strategic use of Capacity Development (CD) data. The role oversees the delivery of high-quality data products, analytics, and reporting solutions that support decision-making across the Fund. It combines technical expertise in data analytics and business intelligence with leadership in data governance, reporting modernization, metadata management, and stakeholder engagement. The officer advises divisional management on data-related matters and contributes to continuous improvement of CD data products and dissemination practices. The position builds on existing analytical and reporting responsibilities within ICDSE while adding strategic, cross-functional, and leadership responsibilities.

Requirements

• Significant experience in data analytics, business intelligence, information management, or data governance.
• Advanced knowledge of Power BI, data modeling, DAX, SQL, Excel, and reporting best practices.
• Experience with Microsoft Fabric, Power Query, Power Automate, or comparable data platform technologies.
• Strong understanding of data quality management, metadata standards, and information governance principles.
• Demonstrated ability to translate business requirements into scalable reporting and analytical solutions.
• Excellent analytical, communication, and stakeholder management skills.
• Experience leading projects and coordinating work across multiple teams.
• Educational development typically acquired through an advanced university degree or equivalent in programming/systems, computer science, statistics, finance, mathematics, economics, or a related field, plus at least four years of relevant professional experience; or a bachelor’s degree or equivalent in computer science or a related field, plus at least ten years of relevant professional experience; alternatively, at least two years of experience in a related position at Grade A10 or equivalent.

• Working knowledge of CDMAP and IMF Capacity Development processes is highly desirable.

Responsibilities

• Lead the dissemination and day-to-day management of CD data products, reports, and dashboards, including to inform analytical outputs.
• Oversee CD data governance, metadata management, data quality standards, and documentation practices.
• Analyze complex datasets and provide actionable insights to support strategic planning and decision-making.
• Design, enhance, and maintain enterprise reporting solutions using Power BI and related technologies.
• Promote automation and modernization of recurring CD data reporting and dissemination processes.
• Collaborate with business owners, data platform teams, and stakeholders to improve CD data accessibility, consistency, and usability.
• Prepare briefing materials, presentations, and analytical reports for management and governance bodies.
• Lead cross-functional initiatives and provide guidance and mentoring to junior staff.
