About The Position

The Portfolio Controls Strategy Lead is responsible for establishing and governing the portfolio-level framework for cost, schedule, delivery performance and risk management across OCI’s Data Center Program. Reporting within the Chief of Staff (CoS) Portfolio Governance organization, this role provides leadership visibility into portfolio health by connecting cost performance, schedule execution, delivery risk, milestone attainment, and business outcomes. The role develops the standards, analytics, reporting frameworks, and executive narratives that enable informed portfolio decisions and proactive risk management. Working cross-functionally with PMO Integration, E2E Program, Finance, Site Project Controls, Construction, Design, Commissioning, Operations, and Reporting Automation teams, this position drives consistency in how portfolio performance is measured, communicated, and acted upon. This is a portfolio governance and strategic controls role. Site teams retain ownership of source schedules, cost forecasts, and execution plans, while PMO Integration owns operational processes, adoption, and follow-through.

Requirements

  • Experience in establishing and governing portfolio-level frameworks for cost, schedule, delivery performance, and risk management.
  • Experience in providing leadership visibility into portfolio health.
  • Experience in developing standards, analytics, reporting frameworks, and executive narratives.
  • Experience in driving consistency in performance measurement, communication, and action.
  • Ability to work cross-functionally with PMO Integration, E2E Program, Finance, Site Project Controls, Construction, Design, Commissioning, Operations, and Reporting Automation teams.
