About The Position

4Creeks is seeking a Data & Technology Manager to support the Water Consulting Team in managing and analyzing data across California water programs, including SGMA, ILRP, and related regulatory frameworks. The ideal candidate brings strong technical skills, a working understanding of California water policy, and a forward-thinking approach to automation and data management.

Requirements

  • Bachelor's degree in Data Science, Information Systems, Computer Science, Engineering, Analytics, or a related field (or equivalent experience).
  • Experience managing and organizing large datasets and data systems.
  • Strong coding and scripting experience for automation and data analysis (Python, SQL, R, or similar).
  • Experience developing workflows, dashboards, or user-facing analytical tools.
  • Strong understanding of database systems, data structures, and data management best practices.
  • Excellent analytical, organizational, and problem-solving skills.
  • Strong communication skills with the ability to translate technical concepts into practical solutions.

Nice To Haves

  • Experience with cloud-based data platforms and modern analytics environments.
  • Familiarity with GIS, business intelligence platforms, or visualization tools (Power BI, Tableau, etc.).
  • Experience implementing AI-assisted workflows or automation technologies.
  • Experience leading technology improvement initiatives or digital transformation efforts.
  • Background in water resources, environmental consulting, or a related scientific field.
  • Familiarity with California water programs and regulatory frameworks (SGMA, ILRP, CV-SALTS).

Responsibilities

  • Develop and manage systems for organizing, storing, and maintaining large regulatory and monitoring datasets, including groundwater basin data, water quality records, and compliance reporting data for programs such as SGMA and ILRP.
  • Establish standards and best practices for data governance, quality control, and accessibility across water policy and regulatory projects.
  • Design scalable processes for collecting and integrating data from California state sources.
  • Support policy analysis, regulatory compliance, and client reporting through structured data management and efficient delivery of actionable information.
  • Utilize Python, SQL, R, or similar languages to automate regulatory reporting workflows, compliance tracking, and monitoring data processing.
  • Build tools, scripts, and dashboards that support SGMA compliance reporting, ILRP field data analysis, and water quality trend tracking.
  • Reduce manual effort in recurring data tasks across water programs.
  • Research and implement modern tools and platforms that improve data organization and analytical capability for water policy and regulatory work.
  • Stay current on emerging technologies, AI-driven tools, and data infrastructure relevant to the California water sector.
  • Recommend solutions that enhance team productivity and support client deliverables.
  • Develop user-friendly dashboards and interfaces that make regulatory and monitoring data accessible to water policy analysts, regulatory specialists, and clients navigating compliance obligations.
  • Collaborate with technical and admin teams to understand data needs across active water programs and translate them into practical tools.
  • Provide training and documentation to improve data literacy across the consulting team.
