About The Position

The WA Cares Fund is seeking a WA Cares Fund Data and Outcomes Manager to join their growing team within the Home and Community Living Administration (HCLA). This role is crucial in developing the nation’s first social insurance program for long-term care, aiming to provide insurance coverage for all working Washingtonians. The position involves designing and implementing this program, helping Washingtonians understand their new benefit, and supporting the Department of Social and Health Services' mission. The official workstation is in Lacey, offering flexible hybrid remote work, with the possibility of being based anywhere in Washington State. Occasional travel may be required. As the Data and Outcomes Manager, you will play a central role in strategic planning and data development, leading the creation of complex cross-agency reports integrating data from multiple state departments. Your work will drive the development and validation of reporting tools, monitor key outcomes, identify risks, and collaborate with other departments for advanced research and statistical analysis. You will prepare reports, visualizations, and presentations for diverse audiences, including the state legislature and business partners, and provide leadership with actionable insights for high-impact decisions.

Requirements

  • Master’s degree or higher in an analytical field such as statistics, economics, finance, science, mathematics, or a related field. Additional business data analytic work experience may substitute year for year for the degree.
  • A minimum of five years of progressively responsible experience demonstrating the following:
  • Identify, collect, and analyze data, create and review reports, and communicate results and risks to senior management.
  • Work well with a diverse range of stakeholders, including elected officials, state agencies, local governments, tribal leaders, community organizations, and advocacy groups.
  • Develop clear goals and targets and track the organization’s performance and progress.
  • Manage projects from start to finish, including scheduling, delegating tasks, managing risks and issues, and keeping sponsors and stakeholders engaged and informed.
  • Research and evaluate issues, then provide informed recommendations to senior leaders on important and often sensitive matters.
  • Draft correspondence effectively and communicate well both in writing and verbally.
  • Knowledge of program and project management tools, as well as continuous improvement, change management, and evaluation tools and methods.
  • Combine abstract concepts and present complex ideas clearly to various audiences, while respecting and considering different viewpoints.
  • Conduct and facilitate effective meetings.

Nice To Haves

  • Experience using Power BI or other data visualization tools to develop and generate data visualizations with complex data.
  • Familiarity with database design and some experience using SQL to generate reports.
  • Experience in survey design and development for program evaluation.
  • Experience drafting technical specifications for report generation.
  • Broad-based knowledge of data and statistical analysis for social insurance or long-term care programs and understanding of human service systems at the state and local community level.
  • Coordinating executive-level work without direct supervision or direction, and evaluating the impact of changes in procedures, policies, and legislation on the agency strategic plan and current service delivery programs.

Responsibilities

  • Develop and maintain internal and cross-agency data requirements necessary to produce program reports and data dashboards on behalf of the LTSS Trust Commission to the legislature and Benefits Council.
  • Review and provide feedback on actuarial models and reports, to impact broad policy development and answer strategic questions regarding impacts of program design options.
  • Identify relevant data source indicators, develop agreements across agencies, evaluate and define data elements to support timely collection and accurate interpretation of data for program reporting.
  • Research and design reports to address equity and inclusion in benefits, accessibility and influences program design and development to address language and accessibility barriers to WA Cares Fund.
  • Capture and analyze data to create detailed reports, visualizations, narratives that draw meaningful conclusions, recommendations and process improvement.
  • Transform data into readable, goal-driven statistical and narrative reports to inform executive leadership, stakeholders and the public about program needs, trends, achievements and challenges.
  • Interpret data from a variety of software technologies and provide expert advice, reports, and consultation on data interpretation to executive management, cross-agency sponsors, internal departments, and outside organizations.
  • Respond to the reporting needs and ad-hoc data requests of the WA Cares Fund program, management, the legislature, and key partners.
  • Develop narrative reports, graphs, and charts to draw conclusions from data that guide decision-making and inform executive leadership, stakeholders, elected officials, and program governance bodies.
