About The Position

The Data and GIS Specialist will work under the direct supervision of the Deputy Team Leader in coordination with the Program Leadership Team. This role involves collaborating with Technical and Field Teams to identify information needs and design systems for collecting, organizing, and sharing data to inform program planning, delivery, communications, and monitoring. The specialist will develop and implement data collection strategies, establish systems for data-informed decision-making in pilot schools, and manage data sharing with various government offices. A key part of the role includes designing, developing, and improving GIS-enabled information systems for location-based data management. The specialist will also prepare data products and presentations, build the capacity of project teams and partners in using data systems, and provide general ICT support. The position requires technical support for other EQUIP data systems as needed.

Requirements

  • Graduate of any ICT-related course
  • At least 10 years’ experience in data analysis and management and establishment of data systems.
  • Demonstrated experience in data collection and related statistical analyses, including spatial analysis using any GIS software.
  • Demonstrated experience in presenting analysed data to partners and stakeholders towards achieving buy-in of program activities.
  • Demonstrated experience in training personnel on data management and the use of basic digital systems and tools, including Artificial Intelligence (AI).
  • Experience with implementing policies on cybersecurity, data protection of Personally Identifiable Information (PII), and risk mitigation.

Nice To Haves

  • Familiarity with data and analytics in the education sector is preferable.
  • Familiarity with AI tools for data collection and analysis; and AI applications in education and workforce development is preferable.

Responsibilities

  • In collaboration with Technical and Field Teams, identify information needs and design systems and processes to collect, organise, and share data to inform the planning and delivery of program activities, communications initiatives, and monitoring activities.
  • Develop and implement a data collection strategy, including data from government partners and other sources, and lead the collection of these datasets.
  • Establish systems and tools that enable data-informed decision-making in pilot schools and support data sharing with Schools Division Offices (SDOs), regional counterparts, and other DepEd offices.
  • Develop and maintain a structured data management and filing system that enables efficient integration, storage, and retrieval of baseline and monitoring data.
  • Design, develop, test, and continuously improve GIS-enabled information systems to manage location-based data and link spatial and descriptive information to identify patterns and trends.
  • Prepare data products and presentations, including analytical summaries and thematic briefs, that highlight key patterns, correlations, and emerging evidence for stakeholder meetings, consultations, policy development, and program implementation design.
  • Build the capacity of the Project Team, partner schools, SDOs, and other partners to use data systems, tools, and processes; and develop simple documentation (metadata and user guides) for reference.
  • Provide training and day-to-day support to the Program Team on general ICT needs, as required.
  • Provide technical support to other EQUIP data systems, as required, to meet the needs of different components and activities across the project.
