About The Position

The WRTP/BIG STEP Data Analyst Manager plays a crucial role in leveraging data to enhance decision-making and achieve the organization's missions and is responsible for identifying business intelligence, reporting, and data analysis needs. This position will perform data evaluation and integration; data cleansing, standardization, un-duplication; data processing, data warehousing, and database design. The Data Systems Manager will be expected to work closely with service lines, business users and collaborate with various internal teams, including IT, finance, marketing, sales, and operations to turn data into critical information and knowledge that can be used to make sound business decisions. The Data Analyst Manager is a key business and technical resource for developing outcome and performance reports, dashboards, reporting solutions, and visualizations, and is responsible for the final review, validation, and timely submission of all required grant and contract reports to public and private funding sources, ensuring accuracy, data integrity, and compliance with funder, regulatory, and audit requirements.

Requirements

  • Bachelor’s degree in business Analytics, Data Science, Computer Science, or a related field.
  • Minimum of 3 years of relevant experience, leadership roles in analytics or business intelligence preferred but not required.
  • Expertise in Business Intelligence tools and data management platforms.
  • Advanced skills in report and dashboard development, focusing on user-friendly, scalable solutions.
  • Strong problem-solving, organizational, and communication skills.
  • Proficiency in Microsoft Office, SQL, and analytical programming languages.

Responsibilities

  • Develop and implement data-driven solutions, collaborating effectively with business operations, staff, and other stakeholders.
  • Design, build, test, and generate reports utilizing information databases; review and revise formats and analyze data to ensure information meets organizational and funder needs.
  • Act as a liaison between business and technical teams to gather, clarify, and manage requirements for analytics and reporting solutions.
  • Develop automated reports and dashboards using various business intelligence (BI) tools to support operational, performance, and grant reporting needs.
  • Develop test plans, use cases, scenarios, and scripts to ensure technical and analytical solutions meet quality standards and align with business and grant requirements.
  • Promote self-service analytics and reduced reliance on technical specialists by enabling staff access to standardized, user-friendly data tools and dashboards.
  • Serve as an authority on BI tools, technology platforms, and related systems to respond to inquiries regarding business, program, and grant-funded data.
  • Perform comprehensive data quality, validation, and profiling activities to ensure information delivered through BI solutions is accurate, reliable, and compliant with funder and audit standards.
  • Monitor program performance against grant and contract goals, deliverables, and benchmarks; proactively identify risks to performance and collaborate with program leadership on data-informed corrective actions.
  • Produce, review, validate, and ensure the timely submission of all required grant and contract performance, outcome, and compliance reports to public and private funding sources.
  • Support internal and external audits, monitoring visits, and desk reviews by preparing data documentation, responding to funder inquiries, and addressing data-related findings or corrective action plans.
  • Serve as the organizational data steward for grant-funded programs, ensuring data accuracy, consistency, completeness, timeliness, and proper documentation across departments and systems.
  • Collaborate with Finance to align programmatic data, performance reports, and financial or invoicing data submitted to funding sources.
  • Ensure compliance with data security, privacy, and confidentiality requirements related to participant, workforce, and grant-funded program data, in accordance with federal, state, and funder guidelines.
  • Participate in the development and maintenance of organization-wide data architecture, data management standards, and governance structures using both technical and process expertise.
  • Perform data dashboard and business intelligence product design, development, testing, consulting, and analytics to support decision-making at all levels of the organization.
  • Gather, analyze, interpret, and present data and insights to internal leadership, program staff, and external stakeholders as required.
  • Assess data dashboard and business intelligence training needs; develop and deliver training programs to improve staff data literacy and effective use of analytic tools.
  • Create, design, develop, and maintain database queries and reports based on end-user, leadership, and funder reporting requirements.
  • Diagnose and troubleshoot issues with dashboards, reports, and data products; implement solutions to ensure continuity and reliability.
  • Prepare and maintain documentation for data systems, dashboards, reporting processes, and data-related process improvements.
  • Co-lead and execute a comprehensive enterprise data strategy and roadmap with executive leadership to ensure alignment of priorities, data architecture, tooling, compliance, and cross-functional capacity-building.
  • Collaborate with leadership to promote and sustain a unified enterprise data strategy and a strong data-driven culture.
  • Identify, recommend, and implement process improvements and automation to enhance efficiency, data quality, reporting timeliness, and overall operational effectiveness.
