Data/AI Program Manager
About The Position
This role involves leading IC-wide data management programs aligned with the IC Data Strategy. The Data/AI Program Manager will develop and execute strategic plans to enhance data governance, metadata management, and data sharing across IC elements. This position requires coordination with IC Chief Data Officers, mission owners, and technology leaders to align data initiatives with enterprise priorities. The role also includes managing program milestones, budgets, and reporting in accordance with IC Capability Requirements and acquisition processes, facilitating stakeholder engagement, and supporting workforce development initiatives to improve data literacy and promote a data-centric culture. Compliance with IC Directives and integration with the IC IT Ecosystem and Services of Common Concern (SoCC) are also key responsibilities.
Requirements
- An ACTIVE and MAINTAINED TS/SCI Federal or DoD security clearance with a COUNTERINTELLIGENCE (CI) polygraph
- Bachelor’s degree
- FOUR (4)+ years of experience in program management, data governance, or cyber technology implementations within the IC or federal government
Nice To Haves
- Master’s degree in a technical or policy-related field.
- PMP, PgMP, or equivalent program management certification.
- CDMP, TOGAF, or other data governance/architecture credentials.
- Familiarity with IC Capability Requirements Process (ICD 115) and IC IE Data Strategy.
- Experience supporting ODNI or IC-wide transformation efforts.
- Proven ability to lead complex, multi-stakeholder initiatives across agencies.
Responsibilities
- Lead IC-wide data management programs aligned with the IC Data Strategy.

- Monitor compliance with IC Directives (e.g., ICD 501, ICD 504, ICD 505) and ensure integration with the IC IT Ecosystem and Services of Common Concern (SoCC).
