About The Position

Merjent, Inc. is seeking a full-time Cultural Resources Management (CRM) Specialist to manage the cultural, historical, and archaeological resources component of federal and state regulated projects for compliance with historic preservation laws. Specific duties include working with staff and clients to develop scopes of work, Class I/Phase Ia reviews, consulting and coordinating with agencies and tribal groups, editing and approving technical reports, and having a working knowledge of both state and federal historic preservation regulations. Work will focus primarily on energy industry projects for natural gas and oil pipelines, electric transmission, wind, solar, and other energy projects and facilities in multiple states. This is a full-time benefits eligible opportunity with the flexibility to work from Merjent's Minneapolis or Wisconsin Office, or remotely from a home office. Candidates living in the upper Midwest U.S. are preferred. The anticipated annual salary for this position is between $79,400 and $119,500 annually, depending upon qualifications and experience.

Requirements

  • Minimum of a BA/BS in Anthropology/Archaeology or a related discipline.
  • A minimum of 5 years of experience in cultural resources consulting with a focus in Midwestern and Southwest U.S.
  • Excellent oral and written communication and organizational skills, and ability to strategize on multiple concurrent projects of varying size and complexity.
  • Willingness to be flexible and adaptable with quickly changing project timelines and expectations.

Nice To Haves

  • Experience with state-regulated projects (e.g., Public Service Commission, Public Utilities Commission, Department of Natural Resources, etc.) is preferred.
  • Experience involving tribal consultation, outreach, and relationship-building is a plus.
  • Technical specialization in a subfield (e.g. architectural history, human osteology, geomorphology, etc.) is a plus.
  • Occasional travel may be required to conduct research at various SHPO offices, if appropriate to your location.

Responsibilities

  • Assisting project managers in coordinating compliance with the National Historic Preservation Act (NHPA), Archaeological Resources Protection Act, Native American Graves Protection and Repatriation Act, National Environmental Policy Act (NEPA), and state environmental regulations related to cultural and archaeological resources.
  • Supporting clients during agency and tribal consultation, including drafting consultation letters and materials for State Historic Preservation Officers (SHPO), Tribal Historic Preservation Officers, Native American Tribes, Advisory Council on Historic Preservation, and multiple state, federal, and local agencies.
  • Experience with, and an understanding of, cultural resources field investigations and construction methods for natural gas and oil pipelines, electric transmission, wind, solar, and other energy projects and facilities for clients in multiple states.
  • Serve as the cultural resources subject matter expert for small, medium, and large-sized projects by providing advice to project managers concerning application of federal and state historic preservation laws and regulations, tribal engagement, and consultation with state and federal agencies.
  • Conduct Phase Ia/Class I desktop reviews and drafting memos for due diligence projects or operations and maintenance projects in multiple states.
  • Managing budgets; preparing proposals, reports, and other technical documents; monitoring field procedures; and authoring Unanticipated Discovery Plans, Treatment Plans, and NEPA and NHPA technical reports.
  • Manage client expectations for project deliverables, schedules, and budgets, including status reporting.
