About The Position

King County's Department of Community and Human Services (DCHS), specifically the Behavioral Health and Recovery Division (BHRD), is seeking a Crisis Care Center (CCC) Levy Project Manager. This role is crucial for advancing procurement, compliance, and implementation efforts related to the Crisis Care Centers Levy, approved by voters in April 2023. The nine-year levy (2024–2032) aims to establish a countywide network of five crisis care centers, enhance mental health residential treatment beds, and invest in the behavioral health workforce. These centers will feature a 24/7 Behavioral Health Urgent Care Clinic, a 23-hour Crisis Observation Unit, and a Crisis Stabilization Unit, all to be competitively procured and operated by qualified behavioral health agencies. The project manager will manage procurement and contracting, guide program design and policy, and oversee operational systems for quality improvement and audit readiness. Responsibilities include budget monitoring, expenditure tracking, invoice management, and coordination with various stakeholders including providers, internal teams, and community partners. The position reports to the Crisis Care Center Strategic Planning Manager, with matrix supervision from the CCC Business Operations Manager and the Capital Development Program Manager. This is a Term-Limited Temporary (TLT) position, anticipated to last 18 months, and is currently open only to King County DCHS employees. If filled by an employee who has passed their initial probation, it will be a Special Duty Assignment (SDA).

Requirements

  • A minimum of three (3) years of experience in program management, grant management, or public administration—or an equivalent combination of education and experience.
  • A minimum of one (1) year of experience in auditing.
  • Experience with preparation of transmittals for legislative and/or public forums.
  • Strong organizational skills, including the ability to manage multiple projects, prioritize competing deadlines, and maintain attention to detail.
  • Excellent verbal and written communication skills, including public speaking and presenting complex issues in accessible ways.
  • Ability to work independently in a fast-paced, deadline-driven environment and adapt to changing priorities.
  • Ability to collaborate with internal BHRD teams on monthly budget monitoring and expenditure tracking.
  • Proficiency with Adobe and Microsoft Office applications including Excel, Publisher, PowerPoint, Outlook, and web-based tools.
  • Demonstrated success supporting open communication, teamwork, service excellence, learning, and continuous improvement.
  • Deep commitment to Equity and Social Justice principles, with understanding of impacts of place-, race-, and policy-based inequities.
  • Strategic problem-solving skills, including the ability to anticipate challenges and integrate forward-looking solutions.
  • Valid Washington State Driver’s License or ability to travel within King County in a timely manner.

Responsibilities

  • Coordinate procurement and contracting processes for Crisis Care Centers (CCCs), post-crisis follow-up programs, and related initiatives.
  • Assist in preparing, transmitting, and managing Council-related documents in alignment with the Implementation Plan requirements.
  • Provide subject matter expertise on crisis service program design, operational policies, procedures, and clinical best practices.
  • Develop and maintain standardized operating procedures, including CCC Operations and Capital Development workflows.
  • Lead and facilitate project reviews to identify lessons learned, evaluate operational changes, assess impacts, and analyze system-level risks.
  • Oversee CCC crisis audit activities, including tool development, project management, and delegation to the Operations team.
  • Track and monitor invoicing, budgets, spending, and reporting schedules across programs.
  • Coordinate and complete financial documentation and invoicing; manage LOAs and associated administrative processes; and work with project and program teams to monitor budgets and expenditures.
  • Collaborate with crisis providers, first responders, hospitals, behavioral health organizations, and managed care plans to ensure strong system coordination and community communication.
  • Liaise with internal BHRD teams; facilitate cross-sector meetings; collaborate with other CCC Project Managers; brief the Executive Leadership Team (ELT); and provide project management guidance to senior leadership.
