About The Position

The Crewing Manager leads and manages the company's crewing operations for its managed fleet. This role is responsible for ensuring the placement of qualified, competent, and properly certified crew members while maintaining compliance with applicable maritime regulations, company standards, collective bargaining agreements, and vessel operational requirements. The Crewing Manager oversees seagoing recruitment, workforce planning, and crew placement activities either directly or through subordinate staff. Requirements

Bachelor's degree from an accredited four-year college or university, or an equivalent combination of education and experience.
Two to five years of experience in the maritime industry, labor relations, human resources, insurance administration, travel coordination, or a related field.
Ability to read, interpret, and apply documents, policies, regulations, and procedures.
Ability to prepare routine reports, correspondence, and business communications.
Strong verbal communication skills with the ability to effectively present information to employees, stakeholders, and external partners.
Ability to calculate and analyze figures such as wage rates, benefits, percentages, and related employment data.
Ability to apply sound judgment and problem-solving skills when working with multiple variables in a fast-paced environment.
Knowledge of labor relations practices and procedures.
Proficiency with Microsoft Office Suite and other business software applications.
Exceptional organizational skills and attention to detail.
Knowledge of domestic and international travel arrangements and logistics.
Ability to manage multiple priorities while maintaining accuracy and confidentiality.

Nice To Haves

Maritime crewing or marine personnel experience is highly preferred.
Previous supervisory experience is preferred.

Responsibilities

Promote the TOTE Services safety culture and adhere to all safety guidelines. Make safety a priority in all activities.
Manage, develop, and evaluate crewing personnel and processes to ensure vessel manning requirements are met in accordance with company policies, operational needs, collective bargaining agreements, and applicable federal and international regulations.
Lead and manage end-to-end crewing operations for the company's managed fleet.
Oversee the recruitment, selection, deployment, rotation, and repatriation of seafarers.
Develop and implement crewing strategies that support safe manning levels, crew availability, cost efficiency, and operational readiness.
Manage crew certifications, licenses, medical examinations, visas, travel arrangements, and training records to ensure full regulatory compliance.
Foster strong working relationships with union representatives, regulatory agencies, training institutions, manning agencies, and other key stakeholders.
Maintain accurate records for seagoing personnel and provide regular reports and strategic recommendations regarding workforce planning, performance trends, compliance status, and process improvements.
Respond to inquiries regarding shipboard employment opportunities, review resumes, and maintain relationships with prospective candidates.
Administer the shipboard evaluation program, including tracking performance concerns and coordinating recommendations for improvement.
Monitor the performance of external vendors, including travel providers, hotels, agents, and related service partners.
Monitor and report on key performance indicators (KPIs) related to crew utilization, retention, training compliance, competency, and recruitment effectiveness.
Support internal and external audits, inspections, customer assessments, and regulatory reviews related to crewing and personnel management.
Assist the Marine Personnel Department with credential verification, schedule changes, travel challenges, and operational problem-solving.
Supervise and evaluate the performance of Marine Personnel Department staff.
Carry out supervisory responsibilities in accordance with organizational policies and applicable laws.
Interview, hire, onboard, and train employees.
Plan, assign, and direct work activities to ensure operational effectiveness.
Conduct performance evaluations, provide coaching and development, and administer rewards and corrective actions as appropriate.
Address employee concerns and resolve workplace issues in a timely and professional manner.
Assist the Director in supervising full-time and temporary employees within the Marine Personnel Department, as assigned.
Evaluate employee performance as directed by the Vice President and Director.
Maintain responsibility for the training, development, and overall performance of the Crewing Department.
Perform additional duties as assigned.
