About The Position

The Crew Supervisor I – Raw Water plans, directs, and supervises the daily operation, maintenance, and improvement of the City's non-potable water system, including pump stations, pipelines, wells, reservoirs, ditches, and conveyance infrastructure. This position provides leadership to field staff, oversees budgets, regulatory compliance, asset management, and capital improvement activities, and coordinates with engineering, contractors, ditch companies, developers, and internal departments to ensure safe, reliable, and efficient system operations while supporting future system growth. This position reports to the Raw Water Operations Supervisor.

Requirements

High school diploma or equivalent
Five (5) years of progressively responsible experience in raw water operations, irrigation systems, water distribution, public utilities, or a closely related field.
Colorado Class A Commercial Driver’s License (CDL) or ability to obtain with 6 months of hire.
Minimum of three (3) years of lead worker or supervisory experience.
Possession of a valid driver’s license.

Nice To Haves

Associate’s degree (two-year degree) or certification program of comparable length in a specialized field (e.g. sanitary sewer system construction, water systems transmission and distribution operations, or maintenance).
Six (6) to ten (10) years of on-the-job experience in water distribution, construction, operations, large turf facility irrigation, and maintenance in a similar industry preferred.
One (1) year of experience with ArcGIS Pro and Field Maps.

Responsibilities

Plan, prioritize, assign, supervise, and evaluate the work of field crews responsible for the operation, maintenance, repair, and construction of the City's non-potable water system, including pump stations, pipelines, wells, reservoirs, ditches, and conveyance infrastructure.
Provide leadership, coaching, mentoring, and technical training on operational procedures, equipment operation, safety practices, and regulatory requirements.
Promote a culture of safety, accountability, teamwork, continuous improvement, and exceptional customer service.
Develop employee work schedules, conduct performance evaluations, identify training needs, and support employee development.
Conduct regular crew meetings, safety briefings, and field inspections to ensure quality workmanship and compliance with departmental standards.
Direct the daily operation, inspection, maintenance, repair, and rehabilitation of the City's non-potable water distribution system, including pump stations, pipelines, wells, reservoirs, ditches, conveyance structures, and related facilities.
Develop, implement, and monitor preventive maintenance programs to maximize system reliability and asset longevity.
Coordinate maintenance, rehabilitation, and construction activities with contractors, consultants, engineering staff, and other City departments.
Oversee maintenance of City-owned ditches, easements, rights-of-way, and landscaped non-potable facilities.
Monitor system operations, water deliveries, pump station performance, and water allocation activities to ensure efficient operation.
Ensure compliance with City policies, OSHA regulations, CDPHE requirements, water rights obligations, ditch company agreements, environmental regulations, and established operating procedures.
Monitor field activities to ensure proper work zone safety, equipment operation, confined space entry, lockout/tagout, and other required safety practices.
Investigate operational issues, safety incidents, and equipment failures and implement corrective actions to improve performance and reduce risk.
Ensure all work activities are performed in accordance with applicable permits, regulations, and industry best practices.
Track water allocations, system performance metrics, maintenance activities, and operational data to support planning and regulatory compliance.
Procure materials, equipment, and replacement parts necessary to support field operations.
Maintain accurate records of inspections, maintenance activities, labor, equipment usage, work orders, and asset information utilizing City software systems and GIS.
Coordinate with engineering staff, developers, contractors, consultants, ditch companies, regulatory agencies, and internal departments regarding development projects, maintenance activities, and operational issues affecting the non-potable water system.
Respond to customer inquiries, service requests, and operational concerns while providing technical guidance regarding non-potable water rules, regulations, and system operations.
Build and maintain productive working relationships with stakeholders to ensure effective coordination and service delivery.
Direct and coordinate emergency response activities involving pump station failures, pipeline breaks, flooding, water delivery interruptions, ditch failures, and other critical non-potable infrastructure incidents.
Participate in on-call rotations and provide after-hours, weekend, holiday, and emergency response support as required.
Coordinate personnel, contractors, equipment, and resources during emergency operations to restore service safely, efficiently, and in compliance with operational priorities.
