The New Jersey Judiciary is seeking a highly motivated individual with solid technical and people skills to join the Appellate Division's Administrative Services Unit. The selected candidate will support the CourtSmart Digital Recording infrastructure as well as other methods of capturing the Official Court Record throughout the State. Candidate must be willing to travel daily to assist their assigned counties with training and technical support of all courtroom recording equipment and policies. Skills in audio and video technology, as well as experience with microphones, mixers, amplifiers, and other audiovisual equipment, are desired. Knowledge of Microsoft Office, Outlook, and Active Directory is preferred. The Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 2 days of remote work outside of Judiciary buildings. To participate in this program, in addition to installing a multifactor authentication app on your phone or tablet, you will be required to have high speed home internet access.

Requirements

  • Graduation from an accredited college or university with a bachelor’s degree in a field related to computer science, information technology or the area to which the applicant is applying, such as information systems, human-computer interaction, interactive media, software engineering, computer networking, business analytics, data analytics and/or cybersecurity and one year of professional experience in: analyzing, designing, programming, troubleshooting, resolving technical problems, testing, defining business requirements, training and/or installing computer systems applications OR planning, acquiring, installing and implementing telecommunications facilities and services, wide area networks, or local area networks OR generating and maintaining system software OR business analysis which may include defining and gathering business and functional requirements, analyzing and validating data and/or documenting test plans OR business analytics OR data analytics.
  • Substitution: Applicants who do not possess the required education may substitute additional paraprofessional and/or professional IT technical experience or experience related to the area to which the applicant is applying on a year for year basis with one year of such experience being equal to 30 semester hour credits.
  • A bachelor’s degree in any field from an accredited college or university and one year of additional paraprofessional and/or professional IT technical experience or experience related to the area to which the applicant is applying may be substituted for the required education.
  • An associate degree from an accredited college or university, in a field related to computer science, information technology or the area to which the applicant is applying, such as information systems, human-computer interaction, interactive media, software engineering, computer networking, business analytics, data analytics and/or cybersecurity and two years of additional paraprofessional and/or professional IT technical experience or experience related to the area to which the applicant is applying may be substituted for the required education.
  • An associate degree in any field from an accredited college or university and three years of additional paraprofessional and/or professional IT technical experience or experience related to the area to which the applicant is applying may be substituted for the required education.
  • A master’s degree from an accredited college or university in a field related to computer science, information technology or the area to which the applicant is applying, such as information systems, human-computer interaction, interactive media, software engineering, computer networking, business analytics, data analytics and/or cybersecurity may be substituted for the required education.
  • Individuals who have successfully completed internships within the Central Office Information Technology Office; ATCSU; Data Analytics, Research and Statistics Office; and/or the Information Security Unit may substitute their experience as interns for the required professional experience with one such year of intern experience being equivalent to six months of professional experience.
  • US citizenship is not required.
  • Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations.
  • Newly hired employees must agree to a thorough background check that will include fingerprinting.
  • All persons newly hired by the Judiciary within one year must establish, and then maintain, principal residence in the State of New Jersey.

Nice To Haves

  • Skills in audio and video technology, as well as experience with microphones, mixers, amplifiers, and other audiovisual equipment, are desired.
  • Knowledge of Microsoft Office, Outlook, and Active Directory is preferred.
  • Familiarity with video conferencing equipment is beneficial.

Responsibilities

  • Regular and predictable physical presence at the worksite is an essential function of this position.
  • Travel daily to assist assigned counties with training and technical support of all courtroom recording equipment and policies.
  • Identify and provide technical support for seven counties. This includes all Judges, Court staff, Administrative, and I.T. personnel.
  • Provide technical support for Municipal Court Administrators and staff within the same counties.
  • Produce technical manuals and training materials for staff, Judges, end users, and colleagues on the use of Judiciary approved computer hardware, software, audio, video, and courtroom technology.
  • Document guidelines and procedures for the use of court recording technology utilized throughout the state of New Jersey.
  • Provide initial and ongoing training to all Judiciary courtroom staff, including Judges, Law clerks, court personnel, and Administrators.
  • Provide complete technical oversight and maintain integrity of the court record.
  • Responsible for the maintenance and operation of CourtSmart servers, computers, audio mixers, video switchers, microphones, audio amplification systems, and related ancillary equipment.
  • Provide and support portable digital audio recording systems for remote locations such as hospitals, conferences, and Judicial College.
  • Act as liaison between vendor and court staff to rectify and resolve technical hardware and software issues.
  • Research, review, and recommend new hardware, software, and courtroom technology for streamlining standardized routines and to improve judiciary workflow and efficiency.
  • Develop, test, and implement new technologies and processes to stay abreast of continued challenges that arise in capturing all aspects of the court record.
  • Serve as principal support for 24/7 emergency preparedness of the court record.
  • Review transcripts of candidates testing for Transcriber certification.
  • Monitor and review court record logs created by court clerks.
  • Coordinate the layout and design of new and upgraded courtrooms, including audio and/or video recording systems.
  • Provide statewide support to external transcription agencies regarding setup and configuration of their SharePoint account and their access to the court record for transcription.
  • Assist local Vicinage transcript offices and I.T. with issues processing audio files, uploading files to SharePoint, application, and access issues.
  • Support computers, network infrastructure, applications, and users located throughout the state.
  • The candidate must provide excellent prioritization, responsiveness, and customer service, along with superb verbal and written communication skills, as they will be communicating with Judges, staff, and outside vendors.
  • The individual must be able to work independently and adjust their schedule to accommodate the priorities of the courthouse and the staff they support.
  • Performs other related duties and special projects assigned.
