About The Position

Oakland County is seeking a Part-Time County Market Operations Specialist to assist in the administration of the Waterford Oaks Oakland County Market. This role involves interacting with market visitors and vendors, maintaining market order, ensuring compliance with policies, and managing daily operations. The specialist will handle customer service, open/close the market, perform cleaning and inspection duties, operate a point of sale system, manage cash transactions, and maintain accounting records. Responsibilities also include responding to inquiries, making reservations, assisting with programs and special events, directing vehicle arrangements, resolving complaints, writing reports, inspecting facilities, assisting with upkeep, maintaining inventory records, enforcing regulations, communicating with emergency officials, and supporting emergency response efforts. The role may also involve providing input on market policies, assisting with training, and utilizing county software. Additionally, the specialist will account for fees, maintain records, provide budget input, coordinate work schedules for part-time staff, and potentially assist with hiring, training, and performance management. They may also oversee recreational program activities and special events, providing leadership to part-time staff and volunteers, and evaluating program results.

Requirements

Must be at least 18 years old.
Must have at least six (6) months of full-time equivalent experience in a supervisory or administrative capacity preferably in a park, recreation and/or program setting; OR Have at least six (6) months paid or voluntary experience in Leadership for organizations such as civic, philanthropic, school clubs, and/or sports teams.
Must possess and maintain a valid motor vehicle operator’s or chauffeur’s license.
Familiar with Oakland County Parks and Recreation Commission Rules and Regulations for park properties.
Considerable ability to establish favorable working relationships with others.
Considerable knowledge of cash management practices, point of sale functions, and customer service.
Physical condition that will permit performing manual duties outdoors in varying weather conditions, standing and walking, and lifting of heavy objects as needed.
Considerable ability to work under pressure in emergency situations.
Reasonable ability to maintain personal cleanliness and a presentable public appearance.
Reasonable knowledge of safety practices.
Familiar with current word processing, spreadsheet, database, e-mail, and Internet software.
If assigned to a youth recreational program, prior to employment, candidates will be required to provide Parks & Recreation with documentation from the Michigan Department of Human Services that they have not been named in a central registry case as the perpetrator of child abuse or child neglect.
Applicants being considered for hire will be asked to sign a form authorizing Parks & Recreation to request and receive a criminal history check.
Applicants for positions at Parks & Recreation will not be considered if they have been convicted of either of the following: (a) Child Abuse or Neglect (b) A felony involving harm or threatened harm to an individual within the 10 years immediately preceding the date of hire.

Responsibilities

Assists in the administration of the Waterford Oaks Oakland County Market.
Interacts with market visitors and vendors by answering questions and assisting with daily customer service.
Maintains order of the market and ensures vendors and patrons follow market policies, rules, and regulations.
Opens and/or closes the market.
Cleans the market and inspects stalls after closing to ensure vendors have left the area in a neat, clean, and orderly condition.
Operates point of sale computer system to collect rental fees, handles cash transactions, makes change, provides receipts, and ensures transactions are processed correctly.
Deposits monies in the bank and maintains accounting books and records of transactions.
Responds to inquiries of vendors, patrons, and the general public regarding the use of the market.
Provides information regarding fees, rules, and regulations.
Makes reservations for the use of specific rental areas.
Assists with programs and special events designed to increase patronage of the facility.
Directs the arrangement of vehicles on market grounds as needed.
Resolves customer and producer/vendor complaints or escalates them to higher level staff.
Writes detailed daily/weekly reports for higher level staff concerning market operations, rules, regulations, policies, requests, complaints, suggestions etc.
Inspects facilities to ensure the maintenance, improvement and repair of buildings, grounds, equipment, and sanitary facilities.
Assists with facility upkeep including cleaning bathrooms, picking up and taking out trash, sweeping/mopping floors, organizing supplies and storerooms.
Maintains records on supply inventories and provides input on the purchase of additional inventories.
Enforces the rules and regulations of the Parks and Recreation Commission.
Cooperates with the State Agricultural Inspectors in enforcement of regulations governing the sale of agricultural and processed food products.
Communicates with emergency officials as needed during an incident.
Completes all incident reports required and works with Risk Management representatives as needed following an event.
Assists with Emergency Response efforts by supporting training, education of employees, and overseeing implementation of plans in emergency situations.
May provide input on market policies and procedures to maximize customer service and utilization of the market.
May assist with training market employees to perform duties in accordance with proper park procedures.
Utilizes current countywide and/or department specific software to complete assignments.
Accounts for fees received, maintains records, and provides input and recommendations to the supervisor regarding budget proposals and expenditures.
May coordinate work schedules for part-time staff.
Provides input on hiring, training, and performance management of part-time staff.
May assist in inspecting and providing input to higher level park staff regarding the maintenance, improvement and repair of buildings, grounds and equipment, and other park facilities.
Oversees recreational program activities and special events dealing with general park visitors, citizen volunteers, or special events for all groups.
Provides leadership to part-time staff and volunteers during programs and/or special events at park facilities, programs and special events throughout Oakland County.
Evaluates the results of recreational programs and makes recommendations for adjustments as needed.
