About The Position

As a Fiscal Officer 3, you will serve as the lead fiscal officer responsible for the administration and management of all fiscal functions for our team at Wayne County Office of Human Services; overseeing fiscal operations across multiple agencies including Aging, Transportation, Children and Youth, Drug and Alcohol, Behavioral Health, and more. This position is responsible for signing and approving payroll and time sheets, leave requests, and performance reviews; ensuring compliance with human resource, payroll and county accounting policies and procedures. You can expect to apply professional accounting principles and techniques to all fiscal operations of the agency including analyzing financial transactions, preparing documented financial statements and making future projections based on data.

Requirements

  • One year as a County Fiscal Officer 2; or Five years of accounting and/or budgetary experience and a business-related associate’s degree that includes six college credits in accounting; or Three years of accounting and/or budgetary experience and a business-related bachelor’s degree that includes six college credits in accounting; or An equivalent combination of experience and training which includes or is supplemented by six college credits in accounting.
  • Meet the PA residency requirement.
  • Be able to perform essential job functions.
  • Pass a background investigation.
  • Pass a drug screening (conditional offer of employment).
  • Satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance (conditional offer of employment).

Responsibilities

  • Serve as the lead fiscal officer responsible for the administration and management of all fiscal functions for the Wayne County Office of Human Services.
  • Oversee fiscal operations across multiple agencies including Aging, Transportation, Children and Youth, Drug and Alcohol, Behavioral Health, and more.
  • Sign and approve payroll and time sheets, leave requests, and performance reviews.
  • Ensure compliance with human resource, payroll and county accounting policies and procedures.
  • Apply professional accounting principles and techniques to all fiscal operations of the agency.
  • Analyze financial transactions, prepare documented financial statements, and make future projections based on data.
  • Develop and implement modifications to the account system, procedures, records and controls.
  • Reconcile accounts in the general ledger.
  • Conduct internal agency audits.
  • Amend or revise budgets for all Human Services Agencies according to grant regulations.
  • Attend conferences, seminars, workshops for updated information from funding agencies.
