About The Position

This position offers a chance to manage important fiscal operations and guide staff to keep vital programs running smoothly. Become a County Fiscal Officer 2 with Cambria County Children & Youth Services. This role oversees major fiscal operations that support daily and long-term work of our Children & Youth Services agency including foster care, temporary cash assistance for needy families, Juvenile Probation, and more. It includes leadership, fiscal planning, reporting, and analysis.

Requirements

  • One year as a County Fiscal Officer 1; or Two years of accounting and/or budgetary experience and a business-related bachelor’s degree that includes six college credits in accounting; or Four years of accounting and/or budgetary experience and a business-related associate’s degree that includes six college credits in accounting; or An equivalent combination of experience and training which includes or is supplemented by six college credits in accounting.
  • Meet the PA residency requirement.
  • Able to perform essential job functions.
  • Conditional offer of employment will require a medical examination and a drug screening.
  • Conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.

Responsibilities

  • Guide, monitor, and train agency fiscal staff in daily tasks and special projects
  • Review expenditures, analyze changes, and project estimated costs to create the agency’s state, county, and needs-based plan budgets
  • Oversee and participate in the completion of mandated federal and state reports for revenues, expenditures, and reimbursements from multiple funding streams
  • Assist with preparations for and participate in required audits
  • Oversee all grants obtained by the agency, develop reports, and ensure compliance with the specific conditions of each grant
  • Provide direction for the review of applications for foster care funding and to professional staff for the completion of mandated financial forms
