About The Position

The Council Assistant serves as a key member of the Baltimore City Council District 9 Office and acts as a direct representative of the Council Member within the community. This position is responsible for providing exceptional constituent services, strengthening relationships with residents and community stakeholders, coordinating with City agencies, managing Baltimore City 311 service requests, and supporting the administrative and operational functions of the District 9 Office. The Council Assistant serves as a primary point of contact for constituent concerns, represents the District 9 Office at community meetings and events, and provides administrative support to ensure the efficient day-to-day operation of the office.

Requirements

  • Graduation from an accredited high school or possession of a GED certificate.
  • Three (3) years of experience in public or business administration, community service work, program coordination, or a related field.
  • Knowledge of administrative principles and practices
  • Knowledge of the organization and functions of legislative bodies
  • Ability to build and maintain effective relationships with diverse stakeholders
  • Ability to represent the Councilmember in public settings
  • Ability to investigate and resolve constituent concerns
  • Ability to manage confidential information

Responsibilities

  • Serve as a primary point of contact for constituents seeking assistance with City services, programs, and government resources.
  • Receive, investigate, and respond to constituent concerns by phone, email, online requests, and in-person office visits.
  • Create, monitor, update, and close Baltimore City 311 service requests, ensuring concerns are accurately documented and followed through to resolution.
  • Track and manage constituent cases while maintaining detailed records of communications and outcomes.
  • Conduct regular follow-up with constituents regarding the status of service requests and agency responses.
  • Identify recurring neighborhood concerns and communicate trends to the office team.
  • Serve as a liaison between the Council Member, constituents, community associations, businesses, nonprofit organizations, and government agencies.
  • Coordinate directly with Baltimore City agencies, including DHCD, DPW, DOT, BPD, BCFD, Recreation & Parks, Planning, the Health Department, the Parking Authority, the Mayor's Office of Homeless Services, BGE, and other agencies to resolve constituent concerns.
  • Monitor agency responses, advocate on behalf of constituents, and ensure timely follow up until issues are resolved.
  • Represent the District 9 Office at neighborhood association meetings, community events, public hearings, resource fairs, cleanups, and other outreach activities.
  • Build and maintain productive relationships with neighborhood associations, schools, faith-based organizations, businesses, nonprofit organizations, and community leaders throughout District 9.
  • Assist in planning and coordinating town halls, public safety meetings, community walks, cleanups, volunteer events, and other District 9 initiatives.
  • Assist with the day-to-day administrative and operational functions of the District 9 Office.
  • Answer and direct incoming telephone calls, respond to general inquiries, and greet constituents and visitors in a professional manner.
  • Prepare correspondence, letters, proclamations, certificates, meeting agendas, and other office documents.
  • Maintain organized constituent files, office records, electronic databases, and case management systems.
  • Coordinate scheduling for community meetings, office appointments, constituent meetings, and special events.
  • Assist with planning and logistics for neighborhood meetings, town halls, resource fairs, cleanups, and other District 9 events.
  • Support office purchasing, inventory, budget and expense tracking, and other administrative functions as assigned.
  • Coordinate special projects, interns, volunteers, and office initiatives.
  • Ensure timely follow-up on constituent requests, assignments, and agency responses.
  • Perform other related administrative and operational duties as assigned.
