About The Position

Trans Mountain Corporation operates Canada’s only pipeline system transporting oil products to the West Coast. We deliver approximately 890,000 barrels of petroleum products each day through a dual pipeline system of more than 1,150 kilometres of pipeline in Alberta, British Columbia and Washington state. Trans Mountain also operates a state-of-the-art loading facility, Westridge Marine Terminal, with three berths providing tidewater access to global markets. As a federal Crown corporation, Trans Mountain continues to build on more than 70 years of experience delivering operational and safety excellence through our crude oil pipeline system. With our expanded pipeline system now in place, Trans Mountain provides enhanced direct access for Canadian crude oil to world markets. The expansion realizes a world-class system for oil transport, developed to Canada’s high standards within one of the most stringent regulatory regimes in the world, creating long-term economic benefits, enhanced marine protection, enhanced safety and emergency management capabilities, and enhanced skilled-worker capacity building in communities and Indigenous groups. Trans Mountain is seeking a collaborative, motivated, and values driven individual to join our dynamic team as a Cost Controller (Contract). In this position, you will play a key role in being responsible for delivering comprehensive cost management across the full capital project lifecycle, including budget development and control, forecasting, change management, contract cost monitoring, and owner’s cost reporting. The Cost Controller (Contract) plays a critical role in enabling informed decision-making and financial accountability across major capital project delivery.

Requirements

  • Post-secondary education in Engineering, Business Administration, or related discipline.
  • Minimum 10 years of project controls experience with a demonstrated focus on cost management in a major capital projects environment, preferably in an owner’s or EPCM role in the energy sector.
  • Proven experience supporting the full project lifecycle from front-end development through construction execution and project closeout.
  • Demonstrated expertise in WBS development, control account setup, budget management, and cost baseline maintenance for large-scale projects.
  • Hands-on experience supporting contract cost execution, including contractor invoice review, change order assessment, and earned value verification.
  • Advanced proficiency in Microsoft Excel, including complex formulas, pivot tables, and data modelling for cost analysis, forecasting, and reporting.
  • Experience with cost management and ERP systems (e.g., SAP, Oracle, PIMS); familiarity with Power BI or equivalent data visualization tools for reporting and dashboard development is an asset.
  • Strong working knowledge of AACE cost management best practices, including cost control methodologies, change management frameworks, and forecasting approaches.
  • A track record of delivering high‑quality work, managing competing priorities, and supporting key business processes or operational functions.
  • Demonstrated ability to work effectively with colleagues and stakeholders from a variety of backgrounds and levels across the organization.
  • Effective communication skills, including the ability to convey information clearly, respectfully, and professionally.

Responsibilities

  • Develop and maintain project Work Breakdown Structures (WBS), cost accounts, and budget frameworks aligned with the project execution strategy and governance standards across the full project lifecycle.
  • Support AFE preparation, budget submissions, and cost baseline development for major capital projects, including fiscal year planning and long-range cost forecasting.
  • Monitor and control committed, incurred, accrued, and actual costs, ensuring the integrity and accuracy of cost data at both the control account and overall project level.
  • Prepare and deliver timely cost reports, spend profiles, Estimate at Completion (EAC) analyses, and cost-to-complete forecasts for project teams and senior management.
  • Administer project change management processes, including assessment, documentation, trending, and processing of change orders and budget transfers in alignment with project controls governance standards.
  • Support contract cost execution activities, including review of contractor invoices, progress claims, and cost breakdowns to verify accuracy and compliance with contract terms.
  • Perform Earned Value Analysis (EVA), including CPI and SPI trending, cost and schedule variance analysis, and integration with progress measurement data.
  • Develop and maintain owner’s cost estimates and resource management plans, including internal labor forecasting and direct project cost tracking.
  • Collaborate with Estimating, Planning & Scheduling, Supply Chain, Finance, and Project Management to ensure integrated and consistent project controls outputs.
  • Identify cost variances, performance trends, and emerging risks; provide analysis and corrective action recommendations to project management in a timely manner.
  • Support stage gate reviews and project closeout activities, including final cost reporting, lessons learned, and reconciliation of actual to approved budgets.
