About The Position

Semper Valens Solutions, Inc. (SVS) is seeking a Cost Analyst to support acquisition programs at Aberdeen Proving Ground, MD. This role requires experience in cost estimating, case analysis, and program management throughout the acquisition lifecycle, adhering to DoD and Army regulations. The analyst will develop and maintain Program Office Estimates (POEs) using ACEIT software, support contract cost estimates, manage program costs against the Acquisition Program Baseline (APB), conduct affordability determinations, and perform Earned Value Management (EVM) analyses. Additionally, the position involves cost reduction analyses, cost risk evaluation, and support for the Planning, Programming, Budgeting, Execution (PPBE) process. This position is contingent upon contract award.

Requirements

A minimum of five (5) years experience as a Cost Analyst is required.
Bachelor's Degree in Business or Accounting.
Secret Clearance required.

Nice To Haves

Four (4) additional years of related experience will substitute for Bachelor's degree.

Responsibilities

Experience with cost estimating and case analysis of acquisition programs, inclusive of all program lifecycle phases, in accordance with applicable DoD Directives, Army regulations, and policies.
Develop and maintain Program Office Estimates (POEs, also known as lifecycle cost estimates or LCCEs) utilizing automated cost estimating integrated tools (ACEIT) software.
Development of independent cost estimates to support contracts.
Management of program costs and requirements against the Acquisition Program Baseline (APB).
Affordability determinations.
Earned value management (EVM) analyses.
Experience with cost reduction analyses, cost risk evaluation, and Planning, Programming, Budgeting, Execution (PPBE) support.
