About The Position

M2S2 SETA is seeking a Budget Analyst to support programs at Aberdeen Proving Ground, MD. This role requires a Secret Clearance and is contingent upon contract award. The analyst will be responsible for preparing budgetary documentation, responding to audits, and evaluating internal controls. A key part of the role involves managing documentation within government financial systems such as GFEBS, LMP, and DTS. The position also requires experience in managing budgets across multiple appropriations, including foreign military sales (FMS), reconciling errors, and maintaining financial records. Support for the Planning, Programming, Budgeting, and Execution (PPBE) process is essential, including budget formulation, justifying funding changes, and developing budget exhibits and lifecycle analyses. The analyst will also utilize various government systems like DAVE, PMRT, PIEE, and AE2S for data management and presentation. Additionally, the role includes serving as a tester for Advana Dormant Account Review, Quarterly (DAR-Q), which involves data collection and formulating responses to audit samples.

Requirements

  • A minimum of five (5) years experience as a Budget Analyst is required.
  • Bachelor's Degree in Business or Accounting.
  • Secret Clearance required.
  • Experience in preparing budgetary documentation, audit responses, and evaluations of internal controls in support of programs.
  • Ability to enter and manage documentation in the Government's financial systems to include the General Fund Enterprise Business System (GFEBS), the Logistics Modernization Program (LMP) and Defense Travel System (DTS).
  • Experience managing budgets, reconciling errors, and maintaining financial records for multiple appropriations, including foreign military sales (FMS).
  • Experience in Planning, Programming, Budgeting, and Execution (PPBE) support to include (but not be limited to) budget formulation with validated requirements and manpower costs, justifying and defending against proposed funding changes and potential delays in program spending, developing budget exhibits, presentations, and lifecycle analyses to facilitate mission success within the programs.
  • Ability to enter, retrieve, manage, and present data contained in Government systems such as the Defense Acquisition Visibility Environment (DAVE), Project Management Resource Tools (PMRT) and associated applications, Procurement Integrated Enterprise Environment (PIEE), and the Army Equipping Enterprise System (AE2S).
  • Serve as a tester for Advana Dormant Account Review, Quarterly (DAR-Q), collecting data and formulating responses to audit samples.
