About The Position

The Program Analyst will be responsible for acquisition financial management, including the formulation, management, execution, and defense of program budgets within the Planning, Programming, Budgeting, and Execution (PPBE) phases. This includes manpower management, responding to requests for information (RFIs) and program management tasks, justifying and defending proposed funding changes and potential delays in program spending, and developing budget exhibits, presentations, and lifecycle analyses to facilitate mission success within the programs. The role also involves serving as a requirements and cost integrator, coordinating amongst internal and external stakeholders. The analyst will need to possess knowledge of Department of War acquisition policies, regulations, and legislation, and be able to plan and assist with major system lifecycle support tasks, managing program cost, schedule, and performance against an approved Acquisition Program Baseline. Additionally, the analyst will be responsible for entering, retrieving, managing, and presenting data contained in Government systems such as DAVE, PMRT, CCaR, PIEE, and AE2S.

Requirements

  • A minimum of five (5) years experience as a Cost Analyst is required.
  • Bachelor's Degree in Business or Accounting.
  • Possess knowledge of Department of War acquisition policies, regulations, and legislation (e.g., DoD 5000.02, DFAS 37-100, DoD 7000.14-R, etc.).
  • Ability to plan and assist with major system lifecycle support tasks as required (i.e., manage program cost, schedule, and performance against an approved Acquisition Program Baseline).
  • Ability to enter, retrieve, manage, and present data contained in Government systems such as the Defense Acquisition Visibility Environment (DAVE), Project Management Resource Tools (PMRT), associated applications such as the Comprehensive Cost and Requirements (CCaR) system, the Procurement Integrated Enterprise Environment (PIEE), and the Army Equipping Enterprise System (AE2S).
