Requirements

  • A bachelor’s degree in accounting, finance, business administration, or a related field.
  • 5 years of progressively responsible experience in governmental accounting or financial management, with a minimum of three years in a leadership or supervisory role.
  • In-depth knowledge of governmental accounting principles, regulations, and financial reporting requirements.
  • Strong understanding of state and federal budgeting processes and compliance standards.
  • Exceptional leadership, management, and supervisory skills.
  • Advanced skills in financial analysis, forecasting, and strategic planning.
  • Strong attention to detail and the ability to ensure accuracy in financial reporting.
  • Expertise in using financial management software, accounting systems, and spreadsheets (e.g., PeopleSoft, Oracle).
  • Ability to collaborate effectively with senior leadership, government agencies, and external auditors.
  • Excellent communication skills, both verbal and written, for preparing reports, presenting findings, and interacting with stakeholders.
  • Extensive experience with financial systems, compliance, and audit processes.

Nice To Haves

  • A Certified Public Accountant (CPA) license is preferred.
  • Strong experience in budgeting, forecasting, and managing large scale financial operations.
  • Strong experience in presenting financial data to Agency Executive leadership as well as external Agencies to include the AR General Assembly.
  • Serve as lead liaison regarding DHS budget with the Department of Finance & Administration’s Budget Office.
  • Advanced knowledge of GAAP and state/federal financial regulations.
  • Proven leadership experience supervising accounting or fiscal teams.
  • Ability to analyze complex financial data and provide strategic recommendations.
  • High proficiency with accounting systems (AASIS/S4HANA/SAP, PBAS, Oracle, etc.) and advanced Excel skills.

Responsibilities

  • Oversee all financial management and accounting activities for the state, including budgeting, auditing, financial reporting, and compliance with regulations.
  • Direct the preparation of monthly, quarterly, and annual financial statements and ensure the accuracy and integrity of financial data.
  • Ensure compliance with all state and federal accounting standards, including the Generally Accepted Accounting Principles (GAAP), as well as government-specific regulations.
  • Coordinate with external auditors to prepare for and support the state’s annual audits, ensuring that all findings are addressed and that corrective actions are implemented.
  • Lead the development and implementation of financial policies and procedures that align with state laws and best practices.
  • Supervise and mentor accounting staff, ensuring appropriate training and professional development.
  • Provide financial analysis and recommendations to senior leadership for strategic decision-making.
  • Monitor and manage the state’s cash flow, ensuring that sufficient funds are available for operational needs.
  • Lead the preparation and management of the state’s financial forecasts and ensure that spending aligns with the approved budget.
  • Serve as the primary liaison between the state’s financial office and state agencies, the legislature, and external stakeholders.
