About The Position

VIA Rail is undergoing ambitious projects to modernize its services and infrastructure, including new train fleets and continuous infrastructure improvements, preparing for the future of transportation in Canada. As part of VIA Rail, you will contribute to collective efforts in sustainable mobility. VIA Rail is seeking a Project Control Officer (PCO) to join the PMO team. This role is key in supporting Project Managers in the Real Estate portfolio with the execution of several capital investment projects. The role will focus on planning and controlling project budgets and costs, activities and their progress, scope changes, and risks. Additionally, the PCO will ensure the application of the PMO methodology and guidelines throughout the project lifecycle and provide support for their implementation.

Requirements

  • Bachelor's degree in engineering, administration, or management, combined with three (3) to five (5) years of relevant experience as a Project Controller;
  • Excellent command of Microsoft Excel and the Microsoft Office suite;
  • Knowledge of project cost tracking and planning;
  • Excellent organizational, planning, and priority management skills;
  • Ability to work independently while collaborating effectively within a team;
  • Excellent communication skills;
  • Strong problem-solving skills;
  • Bilingualism (French and English).

Nice To Haves

  • A PMI certification (CAPM or PMP) is an asset;
  • Knowledge of Microsoft Project, the Microsoft Project Online environment, and Power BI;
  • Knowledge of best practices in document management and the SharePoint tool;
  • Knowledge of PMBOK and other project management methodologies is an asset;
  • Knowledge of Oracle's project cost management modules is an asset.

Responsibilities

  • Ensure monitoring and control of project finances (accruals, forecasts, budgets, and billing);
  • Ensure adherence to the monthly project financial management cycle timelines (production of accruals and forecasts);
  • Collaborate closely with Procurement and Accounts Payable teams for contract and purchase order registration in Oracle, change order management, and invoice processing;
  • Ensure monitoring and control of project execution by supervising progress reports and updating schedules and project registers (approvals, contingency usage, change requests, risks, issues, resource allocation, etc.);
  • Contribute to project startup activities, including the preparation of business cases, financial analyses, project plans, schedules, and budgets;
  • Analyze and evaluate project progress and support Project and Portfolio Managers in implementing mitigation measures, as well as in preparing progress reports;
  • Advise Project Managers and program team members on the use of standards, management methods, templates, and other tools;
  • Contribute to project closure activities, including monitoring outstanding items, managing lessons learned, and administrative project closure.
