About The Position

Preparing proposals, including RFP/RFQ analysis, pricing, contract negotiations, and administration of contracting activities and interaction with customers in accordance with company policies and procedures, applicable laws, customer requirements, and sound business judgment. Reviewing and analyzing contract documents to determine contractual obligations. Analyzing estimates of labor, material, equipment, production, and other direct costs. Monitoring company performance for conformance to original proposal and contract requirements. Providing continual review to ensure that all terms and conditions are met and that any problems are identified and resolved/mitigated in a timely manner. Preparing and disseminating information regarding contract status, compliance, modifications, deviations, negotiations and completion or termination. Responding to complex inquiries regarding contract obligations and revisions. Acting as contract liaison between the company and customers/vendors, including participation in pre-contract discussions, contract negotiations and contract changes, resolving payment issues, and contract close-out. Preparing special reports as required. Contracts include Cost Reimbursement, T-M, and Fixed Price including performance based variations. Assisting with proposal support of new opportunities, logging new contracts, and working with customers and finance to resolve billing issues. Providing mentoring to lower level employees.

Requirements

  • Minimum of a Bachelor’s degree in business administration, engineering or other relevant discipline, advanced degree and/or appropriate professional certifications (e.g., DAWIA Level III Contracting or Purchasing Certification, Certified Purchasing Manager (CPM), Certified Professional Contracts Manager (CPCM), Certified Federal Contracts Manager (CFCM)
  • Minimum of three years of successful experience in aspects of contracting for engineering and technical support services in a US Government contracting environment including experience in Department of Defense contracts
  • Excellent interpersonal skills are critical to interface well with challenging customers (internal and external), and work in a fast paced environment with short "turn around" times and be able to multi-task, ability to manage cradle-to-grave contracts processes
  • Experience evaluating RFPs for contract development requirements, ability to establish milestones and manage associated schedule, taking actions as appropriate to ensure milestones are met, ability to manage contracts development and review meetings and integrate input from diverse sources
  • Performing work in this job’s occupational field requires the application of complex, technical professional disciplines requiring a four-year degree or equivalent and the extensive, applied use of related concepts, practices and methods
  • General understanding and application of Government Procurement process including solid knowledge of FAR/DFARS and related contractual disciplines
  • Has the potential and/or demonstrated ability to readily manage rapidly shifting work priorities and be a significant contributor to the Business Unit
  • U.S. CITIZENSHIP AND ELIGIBILITY FOR A U.S. GOVERNMENT SECURITY CLEARANCE AT THE SECRET LEVEL
