About The Position

The Contracts Management Analyst provides full lifecycle contract management support to the Defense Health Network Pacific Rim (DHN PR) Support Operations Team. The position supports the DHN PR Contracting Officer's Representative (COR) program, advises requiring activities on acquisition planning, assists with development of procurement documents, improves contract management processes, and coordinates with clinical, technical, contracting, and administrative stakeholders across the network.

Requirements

  • Bachelor's degree from an accredited university in business or a related field.
  • Five (5) or more years of demonstrated experience in a federal contract management role.
  • DAWIA Level II certification in Contracting, FAC C certification in Contracting, or an equivalent certification.
  • Strong knowledge of and experience applying Federal Acquisition Regulation Parts 8, 12, 13, 15, 16.505, 19, and 37.
  • Proficiency with Microsoft SharePoint and Microsoft Office, including Word, Excel, and PowerPoint.
  • Excellent written and verbal communication, customer service, interpersonal, and organizational skills.
  • Ability to demonstrate sound judgment, attention to detail, discretion when handling procurement sensitive information, and the ability to build productive relationships with diverse Government stakeholders.
  • Proven ability to manage multiple projects simultaneously in a fast-paced environment and work effectively both independently and as part of a team.
  • Candidate must be a U.S. citizen and successfully complete the required background investigation and Government onboarding process.
  • Candidate must be able to obtain and maintain required facility and system access, including a Common Access Card and approved system access requests, as applicable, and execute required nondisclosure agreements.
  • Candidate must comply with DHA security, privacy, HIPAA, Controlled Unclassified Information, procurement sensitive information, badging, training, and information protection requirements.

Nice To Haves

  • Prior experience in the federal 1102 contracting series.
  • Experience supporting a Department of Defense, Defense Health Agency, Military Health System, or military healthcare COR program.
  • Experience advising requiring activities and developing PWSs, QASPs, IGCEs, acquisition strategies, and related procurement documentation.

Responsibilities

  • Assist with establishing and executing the DHN PR COR program, including recommendations regarding program structure, goals, and performance metrics.
  • Develop and implement standardized COR processes, templates, and standard operating procedures to promote consistency and compliance across military treatment facilities.
  • Serve as a contract management subject matter resource to DHN PR leadership and provide expert guidance to CORs addressing complex contract administration matters.
  • Track COR appointments and terminations throughout the network and maintain complete, and accurate program records.
  • Assist with establishing a formal mentorship program that pairs experienced CORs with newly appointed CORs.
  • Collaborate with key stakeholders to evaluate and improve contract management business processes.
  • Advise requiring activities and military treatment facilities on acquisition strategies, procurement methods, contract vehicles, and planning for complex requirements.
  • Assist in developing acquisition and requirements documents, including performance work statements, quality assurance surveillance plans, and independent Government cost estimates for products and services of varying complexity.
  • Schedule and facilitate kickoff meetings, status reviews, technical interchange meetings, and other working sessions; prepare agendas, publish minutes, and track action items through completion.
  • Maintain documentation in DHN PR approved formats and repositories, including Microsoft SharePoint and Teams, and support special projects as assigned.
