About The Position

This position supports Contract Specialists within the Housing Solutions Division to ensure all contracts are initiated and completed in accordance with the State and Federal Fiscal Year. This position is responsible for compiling reports, developing reporting trackers, and maintaining data accuracy to support timely and accurate monthly, quarterly, and annual reporting. This position is also responsible for managing state and federal annual contracts ensuring that monthly requests for payment and monthly performance reports are processed in a timely manner. Other duties as assigned. This position may offer the ability to work remotely, in Arizona, to include in-office hoteling, based on the department’s business needs and continual meeting of expected performance measures. Must have the ability to commute and utilize Phoenix office hoteling space as needed. The State of Arizona strives for a work culture that affords employees flexibility, autonomy, and trust. Requirements

  • Data-driven analysis, and data-driven decision-making
  • Ability to review and interpret complex, technical documents
  • Stated experience analyzing and interpreting legal documents and Federal and State statutes and regulations.
  • Experience reviewing and comprehending financial and budget documents to track spend down rates, spending trends, and evaluate financial risk.
  • Experience participating in Grant Review Committees
  • Experience working with vulnerable populations, and/or experience interfacing with direct service providers on behalf of these populations.
  • Working proficiency with Google Workspace, Microsoft Office Suite, and other various software applications and platforms.
  • Knowledge and understanding of Arizona’s social and political landscape, with particular knowledge of and experience working with rural communities and tribal nations.
  • Must have the ability to commute and utilize Phoenix office hoteling space as needed.
  • Must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Nice To Haves

  • A Bachelor’s degree, or advanced degree in Public Policy, Social Work, or Finance is desired, but not required. Formal educational requirements can be substituted with professional experience.

Responsibilities

  • Lead team efforts in RFP execution and contract development.
  • Manage contracts of varying complexity, ensuring policies and procedures are implemented and assist in updating policies.
  • Travel as necessary to conduct site visits and ensure compliance with applicable standards.
  • Review contracts, legal documents, correspondence, monitoring and close out documentation.
  • Resolution of any significant issues.
  • First-line contact for program technical assistance to team members and agencies for compliance with federal program and cross-cutting regulations.
  • Build the capacity of local government agencies, and non-profits through training and education on program requirements.
  • Conduct extensive compliance related activities for the Continuum of Care program and the State Housing Trust Fund (SHTF).
  • Identify and implement process and program improvements, and incorporate Arizona Management System (AMS) principles into the daily operations of the Housing Solutions Division.
  • Perform a variety of tasks including review, tracking, analysis, and compilation of data to assist the Housing Solutions Administrator with timely and accurate monthly, quarterly, and annual reporting in support of the agency's strategic goals and objectives.
  • Track contracts for various funding sources.
  • Review Requests for Payment (RFPs) from local government agencies and non-profit organizations for CoC, HTF, HSSF, and other funding sources in accordance with the regulations outlined in federal/state contractual agreements and Compliance Manuals.
  • Collaborate with other divisions within the agency including the Data Division, Accounting Division and others as needed.
  • Meet with external partners as necessary to further the achievement of the goals of the division.
