About The Position

You will serve as a Contract Specialist with the Naval Systems Management Activity. The role involves preparing for and demonstrating proficiency in contract structure, contract type selection, market research, and related contracting elements. You will perform pre-award, post-award, and/or contract price and cost analysis when contract actions are not well defined; evaluate price and cost data for a range of procurement activities; and negotiate procurements involving extensive services, complex equipment, and/or construction projects.

The position is covered by the Defense Acquisition Workforce Improvement Act (DAWIA), and requires certification in the assigned acquisition functional area and category within established timeframes. A bachelor's degree is generally required under the DoD basic education requirement for GS-1102 positions, subject to the stated exemptions. The position is in the excepted service and does not confer competitive status. It is subject to security-clearance requirements, pre-employment and random drug testing, and other federal employment conditions.

Requirements

• Must be a U.S. citizen and determined suitable for federal employment.
• Must participate in the direct deposit pay program and successfully complete the required E-Verify employment verification check.
• Current federal employees applying for GS positions generally must meet the time-in-grade requirement by the announcement closing date.
• Must obtain and maintain the required interim and/or final security clearance before entering on duty.
• Must successfully complete pre-employment drug testing and be subject to random drug testing.
• Must meet the Defense Acquisition Workforce Improvement Act certification requirement for the assigned acquisition functional area and category within established timeframes.
• GS-12 applicants must have one year of specialized experience at the GS-11 level or equivalent, including highly proficient analytical, evaluation, data-gathering, planning, and organizational skills; clear and persuasive written and verbal communication; experience developing and presenting findings, reports, or recommendations; experience interacting with varied personnel and exercising business judgment; and ability to perform duties across GS-1102-05 through GS-1102-11 levels.
• GS-11 applicants must have one year of specialized experience at the GS-09 level or equivalent, including analytical, evaluation, data-gathering, planning, and organizational skills; clear and persuasive written and verbal communication; experience developing and presenting findings, reports, or recommendations; and experience interacting with varied personnel and exercising business judgment.
• Must meet Department of Defense qualification requirements for 1102 contracting positions and applicable Title 10 requirements.
• Applicants generally must have a bachelor's degree from an accredited institution authorized to grant baccalaureate degrees, subject to the stated exemptions for certain current or former DoD civilian and military personnel.
• Males born after December 31, 1959, must be registered for Selective Service.
• Must acknowledge in writing acceptance of an excepted-service appointment that does not confer competitive status before appointment.
• DoD retired military members appointed to a civilian position within 180 days of retirement are subject to applicable statutory provisions.
• PPP applicants must currently hold the required security clearance.
