This position will assist in developing and coordinating the execution of contracts, interagency agreements and grants procured to assist CSA in carrying out its mission. This position will assist in the procuring of equipment, services, supplies, information technology and other needs which must be obtained through the competitive, exempt or negotiated procurement process, in accordance with Maryland State Title 21 Procurement Regulations, and the Department of Human Services internal policies and procedures.

Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Four years of administrative staff or professional work.
  • Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.
  • Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

Nice To Haves

  • One year of experience performing contract monitoring.
  • One year of experience developing procurements and/or contracts for solicitation.
  • One year of experience reviewing and processing invoices for payment.
  • Six months of experience using the state’s Financial Management Information System (FMIS).

Responsibilities

  • Assist in the development of specifications for Competitive Contracts.
  • Coordinate with the department's Central Procurement Unit (CPU) in the preparation of contract documents, submit for review and approval through CSA and DHS processes.
  • Garnish signatures of CSA Executive Management for execution and dissemination of executed contracts/agreements to appropriate personnel.
  • Participate with CPU, CSA Executive Staff, DHS Office of Attorney General and Contractors in the resolution of contract disputes in accord with DHS and CSA policies.
  • Review invoices for accuracy and coordinate with the invoice submitter to resolve any deficiencies before processing.
  • Manage contracts by assessing and monitoring contractor performance, reviewing and approving invoices, identifying deficiencies, requiring and approving corrective action plans and assessing any penalties provided for under the contract.
