About The Position

Virginia Energy’s Procurement Team seeks a qualified professional to provide advanced leadership and oversight of the agency’s procurement and contracting activities, with a primary emphasis on procurements supported by federal grants, cooperative agreements, and federal pass‑through funding. The position ensures full compliance with the Virginia Public Procurement Act (VPPA), the Agency Procurement and Surplus Property Manual (APSPM), and 2 CFR 200. The selected candidate will exercise independent judgment in procurement planning, contract development, compliance interpretation, and program administration. This role serves as the agency’s subject matter expert on federal procurement requirements and grant‑funded purchasing, supervises procurement staff, advises internal stakeholders, manages complex procurements, and ensures transparency, integrity, and audit readiness across all procurement operations. Requirements

  • Must possess Virginia Contracting Officer (VCO) certification
  • Comprehensive knowledge of the Virginia Public Procurement Act (VPPA), APSPM, and state procurement regulations.
  • Knowledge of contract law, contract administration principles, and risk management.
  • Knowledge of 2 CFR 200 (Uniform Guidance) and federal procurement standards.
  • Knowledge of federal grant requirements, cost principles, and audit expectations.
  • Knowledge of required federal contract clauses, certifications, and flow down provisions.
  • Knowledge of documentation standards for federally funded procurements.
  • Understanding of sourcing strategies, competitive negotiation, and supplier management.
  • Knowledge of eVA procurement system functionality and reporting tools.
  • Familiarity with state budgeting, finance, and compliance requirements.
  • Skill in drafting federally compliant contracts, including complex terms and conditions.
  • Skill in developing solicitations for federally funded procurements (IFBs, RFPs, RFQs).
  • Strong analytical, problem-solving, and decision-making skills.
  • Skill in negotiation, conflict resolution, and vendor performance management.
  • Excellent written and verbal communication skills, including the ability to explain complex requirements clearly.
  • Skill in training, coaching, and developing staff.
  • Proficiency in eVA, Microsoft Office Suite, and procurement-related systems.
