About The Position

The Department of Transportation and Infrastructure (DOTI) is seeking an experienced contract professional with expertise in specialized delivery methods to join their Procurement & Contract Division as a Contract Administrator. This role will support the Sidewalk Program and other DOTI operational-related divisions, contributing to transformative infrastructure investments. The position is a full-time, term-limited role with an end date of December 31, 2028. The Contract Administrator will perform comprehensive and technical administrative activities within contract administration, manage procurement documents, procure construction projects, act as a liaison to the City Attorney's Office, and maintain contracts from end to end. Requirements

  • Bachelor's Degree in Business Administration, Public Administration, Political Science, Management, or a related field.
  • Three (3) years of professional experience performing contract negotiation, contract administration, or conducting research and analysis in an area such as budget, compliance issues, or accounting.
  • One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
  • Additional appropriate education may be substituted for the minimum experience requirements.
  • Valid Driver's License at the time of application.
  • Licenses and certifications must be kept current as a condition of employment.
  • Strong understanding of procurement and contracting best practices, including applying City requirements and compliance principles across various contract types.
  • Proven ability to manage publicly advertised bids and competitive solicitations, including facilitating vendor questions, posting addendums, and awarding contracts through electronic bid systems.
  • Excellent presentation and communication skills; comfortable engaging with leadership and project stakeholders.
  • Superior customer service skills with a proactive, forward-facing approach.
  • Valid work authorization that does not require sponsorship of a visa for employment authorization in the U.S.

Nice To Haves

  • Experience with governmental procurement and construction procurement processes (preferred).
  • Familiarity with financial and contract management platforms such as Workday, Jaggaer, or similar systems, as well as vendor and contract management tools.

Responsibilities

  • Implements procedures to ensure compliance to laws, regulations, and policies along with requirements within the functional area, monitors and assesses compliance.
  • Collaborates with internal customers and other City agencies in the development of contracts within the functional area.
  • Provides a high-level of service to all agency customers; collaborates with teammates to solve problems and meet organizational needs, and recommends innovation to improve process and procedure.
  • Develops procurement documents for requests for qualification or proposal (RFQ/P) for construction and professional services, collaborating with internal and external agencies in all aspects of the procurement process.
  • Procures construction projects via Hard Bid delivery method.
  • Acts as a liaison to the City Attorney’s Office, follows prospective contracts throughout the review process and coordinates the City Council approval process, as necessary.
  • Makes public presentations to contractors, consultants, City department heads, public interest groups and provides information on contract policies and procedures.
  • Maintains contracts from end to end, including a tracking system of contract files throughout the term of the contract, invoicing, archiving documents per City policy, performing contract compliance beyond the term of the contract.
  • Recommends contract renewals, extensions, amendments, and modifications to management.
  • Performs compliance, creates & tracks Work Order and Task Order requisitions to source Purchase Orders
  • Performs compliance on & tracks Work Order and Task Order change order requests
  • Performs other related duties as assigned or requested.
