About The Position

Brice Environmental Services Corporation is a leader in performing logistically complex projects in rural and remote locations nationwide. As the Contract Administrator II, you will work either out of the Anchorage, AK office or within the lower 48 and be responsible for assisting with the administration of contracts and subcontracts, preparing and reviewing business contracts and purchase orders for the procurement of materials and services including professional or nonprofessional, construction and capital equipment purchases. This position will also assist in the preparation and issuance of solicitations, and bids and proposals. This position will independently draft, review agreements while aggressively mitigate financial, environmental, and safety risks. This position demands an advanced understanding of federal acquisition regulations, exceptional negotiation skills, and the ability to optimize commercial value regarding cost, quality, and delivery schedule. The ideal candidate is highly organized, self-motivated, and capable of effectively collaborating with multiple interdepartmental teams managing competing priorities.

Requirements

  • BA/BS Degree and 3 years of task related experience or 7 years of direct, verified task-related experience in lieu of a degree.
  • Minimum of three to five progressively responsible legal/contract/purchasing experience including preparing solicitations, bids/proposal documents and negotiations required.
  • Ability to pass a drug and background screening with satisfactory results.
  • Intermediate to Advanced computer skills; specifically using Microsoft Office Suite; ability to learn additional computer skills or software programs.
  • Ability to enter data accurately into databases.
  • Ability to read and interpret documents such as proposals, scopes of work, pricing schedules, safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Interpersonal skills to work effectively and cooperatively with all levels of management and staff.
  • Will also routinely interact with external stakeholders such as customers, vendors, suppliers, shipping companies, etc.
  • Must always represent the company in a professional manner.
  • Must be trustworthy – will handle confidential information routinely.
  • Must possess effective oral and written communication skills to clearly communicate information to others.
  • Ability to use general office equipment such as fax, phone, copier, scanner, printers, etc.
  • Ability to follow a process.
  • Professional customer service skills, including active listening, prompt service and follow-up.
  • Strong problem-solving skills; ability to draw conclusions and make recommendations for problem resolution.

  • Highly Organized with exceptional attention to detail, maintaining accurate records and documentation within both departmental and companywide systems.

Nice To Haves

  • NCMA Certification preferred.
  • Experience working with Deltek/Costpoint preferred.
  • Working knowledge of corporate policies and procedures, commercial codes and applicable federal contract acquisition laws and regulations including FAR/DFAR regulations preferred.

Responsibilities

  • Perform all duties in accordance with established operating procedures, standards of ethical conduct, laws and regulations pertaining to contracts and procurement.
  • Select and pre-qualify subcontracts/vendors based on their commitment to quality, on-time delivery, current market conditions, and results obtainable by negotiation and past performance.
  • Perform pre-qualification of identified vendors and subcontractors in accordance with Company requirements pertaining to Environmental, Health and Safety (EHS) and financial.
  • Prepare front-end documents for bid package and coordinate technical documents from project management to solicit proposals from qualified vendors and subcontractors.
  • Assist in with negotiation of contract and subcontract terms and conditions including estimated cost/price, delivery, quality and performance requirements.
  • Ensure compliance with terms and conditions, including scope of work, price, schedule, and quality from pre-solicitation to award.
  • Perform contract and subcontract closeouts in strict accordance with company policy and federal regulations.
  • Resolve outstanding liabilities, final billings.
  • Prepare, issue and maintain responsibility for the Purchase Orders for materials.
  • Resolve discrepancies and invoice problems.
  • Administer contracts, subcontracts, and other contractual agreements, including teaming agreements, non-disclosure agreements and memorandum of understanding.
  • Review contracts/subcontract/Purchase Order modifications or change orders and respond to all formal inquiries and issues.
  • Maintain close contact with clients, subcontractors and vendors by correspondence, telephone, and other forms of communication.
  • Manage designated contractors, subcontractors, suppliers and vendor base by consolidating and replacing as required.
  • Independently support projects, solving complex project needs.
  • Comply with all Company policies, procedures, and programs.
  • Follow and comply with all safety, work rules, and regulation rules.
  • Work in a constant state of alertness and in a safe manner.
  • Assist in requesting new vendor information and updating W-9’s.
  • Assist in completing credit applications from new vendor.
  • Assist in completing vendor job information sheet.
  • Perform other duties as assigned.
