About The Position

Montech is seeking a highly skilled Contract/Acquisition Specialist/Administrator II to provide full‑lifecycle federal acquisition support to the Bureau of Indian Education (BIE). This role supports K‑12 schools and BIE program offices across 23 states, delivering timely, compliant procurement services under the Revolutionary Federal Acquisition Regulation Overhaul (RFO) framework. Personnel must demonstrate strong regulatory fluency, disciplined communication, and the ability to manage a high‑volume portfolio in a dynamic, mission‑driven environment. To maintain operational efficiency, personnel must adhere to rigorous communication standards, including real-time tracker updates and 24-hour inquiry responses, while facilitating necessary outreach and training sessions to support mission objectives. The Contract/Acquisition Specialist/Administrator II shall provide comprehensive, full-lifecycle acquisition support primarily focused on K-12 school requirements, working in direct coordination with an assigned Contracting Officer to ensure regulatory compliance and mission success.

Requirements

  • A minimum of four (4) years of direct, relevant experience in the acquisition field, demonstrating a thorough understanding of the procurement lifecycle.
  • A Bachelor’s Degree or an equivalent level of education is required to ensure the analytical and communication skills necessary for complex contracting.

Responsibilities

  • Execute simplified acquisitions, task orders, utility contracts, and recurring service requirements.
  • Manage modifications, option exercises, deobligations, and closeouts for assigned schools and offices.
  • Acknowledge all formal PR assignments within 2 business days.
  • Maintain weekly tracker updates and ensure real‑time accuracy.
  • Draft Statements of Work (SOW), Performance Work Statements (PWS), Statements of Objectives (SOO), and related requirements documents.
  • Develop Independent Government Cost Estimates (IGCEs) through market analysis and historical pricing research.
  • Conduct comprehensive market research, including socioeconomic searches (ISBEE, IEE, Small Business, HUBZone) and Buy Indian Act documentation.
  • Prepare acquisition plans, milestone schedules, and strategy recommendations.
  • Prepare RFQs, RFPs, combined synopsis/solicitations, and two‑phase design/build packages in FBMS.
  • Support informal and formal source selections, including evaluation documentation, D&Fs, J&As, and SBA coordination.
  • Ensure all solicitation terms, conditions, and regulatory requirements are accurate and complete.
  • Assist the Contracting Officer with negotiations, discussions, and pre‑award objectives.
  • Prepare award documents, COR designation letters, and FPDS reporting packages.
  • Monitor contractor performance, deliverables, milestones, and compliance with contract terms.
  • Process invoices, manage funding status, and support contract closeout.
  • Clear unassigned PRs from PRISM at least three times per week.
  • Add, update, and close actions in the PR tracker; recommend and implement improvements.
  • Maintain the Contract Inventory Log for all service and construction contracts.
  • Support recurring BIE reporting requirements, including Monthly Commitment Report; Open PR Report; UDO Report; PoP Expiring Report; Quarterly Burn Reports; Annual Efficiency Report
  • Utilize FBMS, PRISM, eFiling, SAM.gov, and other federal acquisition systems.
  • Complete required onboarding training: IT FISSA/Security Awareness, FBMS, PRISM, eFiling.
  • Participate in technical working groups, program management reviews, and strategic planning activities.
  • Contribute to audit responses, workload analysis, and process improvement initiatives.
  • Support BIE in meeting federal performance metrics, including: Acquisition Management Review (AMR) pass rates and Small Business, Competition, and Buy Indian Act goals
  • Provide acquisition training, school planning support, and BIE‑wide outreach sessions.
  • Conduct thorough market research to identify socioeconomic sources (ISBEE, IEE, Small Business) and develop written acquisition plans.
