Content Policy Manager, Actor Behavioral Policy

Meta•Washington, DC
•$153,000 - $224,000

About The Position

Meta is seeking a senior Content Policy Manager to shape policies, frameworks, and guardrails governing how accounts, pages, groups, and new products operate across its platforms. The role combines leading a team of policy professionals with senior individual-contributor work, including policy areas requiring strategic vision and hands-on judgment. The position covers policy counseling for new product launches, integrity safeguards, governance frameworks for AI-driven content moderation, and structured decision-making with leadership and cross-functional partners. It also supports escalation coverage, election readiness, and crisis response. The successful candidate will communicate precisely, turn complex tradeoffs into actionable recommendations, build durable and defensible frameworks, explicitly assess risks and impacts on free expression and safety, and align teams with competing priorities. Due to policy escalations, irregular hours—including early mornings, late nights, and weekends—are sometimes expected.

Requirements

  • At least 8 years of experience in content policy, trust and safety, platform integrity, or a related field.
  • Experience managing or mentoring individual contributors.
  • Experience working on cross-functional teams to deliver impact without direct authority.
  • A track record of making high-judgment decisions under time pressure and knowing when to escalate.
  • Strong oral and written communication skills.
  • Ability to work with potentially sensitive or objectionable topics.
  • Bachelor's degree in a relevant field, such as public policy, law, communications, or political science.
  • Willingness to sometimes work irregular hours, including early mornings, late nights, or weekends.

Nice To Haves

  • Experience partnering with Product and Engineering teams to define policy requirements for new product launches or feature tests.
  • Demonstrated ongoing AI skill development, such as prompt or context engineering and agent orchestration, and staying current with emerging AI technologies.
  • Experience in platform governance or content moderation at a large-scale technology platform.
  • Experience supporting elections integrity or crisis response operations at a technology platform.
  • Ability to integrate AI tools to optimize or redesign workflows and drive measurable impact, such as efficiency gains or quality improvements.
  • Experience assessing policy tradeoffs across free expression, safety, and product goals and translating assessments into clear recommendations.
  • Experience communicating complex policy positions clearly and succinctly in writing to technical, operational, and executive audiences.
  • Experience adhering to and implementing responsible, ethical AI practices, such as risk assessment, bias mitigation, and quality and accuracy reviews.
  • Experience developing frameworks for AI-driven or automated decision-making systems.

Responsibilities

  • Lead and develop a team of policy professionals by setting priorities, coaching team members, and ensuring high-quality policy output across content moderation processes such as user reporting and appeals.
  • Partner with Product and Engineering teams to assess policy risks in new launches, tests, and product changes; define safeguards, flag tradeoffs, and clarify escalation paths before features reach users.
  • Own policy counseling for actor-level enforcement, assessing proposals for impacts on free expression, safety, and enforcement precision, and surfacing risks early with clear guidance for operations and integrity teams.
  • Shape governance and policy frameworks for AI-driven content moderation to support defensibility and accuracy at scale.
  • Establish and refine cross-functional approval and leadership-review processes; prepare clear recommendations, quantify impact, and accelerate alignment on high-stakes decisions.
  • Support escalation coverage and an on-call rotation, making rapid, defensible policy decisions during escalations and time-sensitive incidents.
  • Contribute to election readiness and crisis response, coordinating with integrity and legal teams as needed.
