About The Position

The State of Connecticut, Department of Consumer Protection (DCP) is currently accepting applications for multiple Consumer Protection Drug Control Agents (Pharmaceutical) within the Drug Control Division in Hartford. This is a First Shift, Full Time, 40 hours per week position, Monday - Friday, but may include nights and weekends. The location is 450 Columbus Boulevard in Hartford, with potential for hybrid schedules (office/telework). A valid driver's license is required and must be maintained. Incumbents must possess and retain a license as a registered Pharmacist in Connecticut. The Consumer Protection Drug Control Agent (Pharmaceutical) will be responsible for duties that vary considerably depending on the nature of the program and the current stage in its life cycle. The role involves acting as a consultant and advisor, inspecting and monitoring drug distribution systems, investigating illegal activities, conducting surveillances, raids, embargoes and seizures, interviewing witnesses and suspects, serving warrants, making arrests, testifying in court, providing training, and responding to disasters and recalls involving drugs, cosmetics, and devices.

Requirements

Three (3) years of experience as a licensed pharmacist.
Possess and retain a license as a registered Pharmacist in Connecticut.
A valid driver's license is required and must be maintained.
Considerable knowledge of composition and appearance of legal and illegal drugs and their use and abuse.
Considerable knowledge of principles, practices and methods of institutional and commercial pharmacy practice.
Knowledge of and ability to apply relevant state and federal laws, statutes and regulations.
Knowledge of prescribing, dispensing and administration of drugs.
Knowledge of quality control and distribution control procedures.
Knowledge of inspection and investigatory techniques.
Interpersonal skills.
Oral and written communication skills.
Ability to conduct investigations of illegal drug activity.
Ability to make independent judgments in the field.
Ability to prepare and conduct effective educational programs.

Responsibilities

Act as consultant and advisor to manufacturers, wholesalers, laboratory licensees, and health care professionals regarding safeguards for drug, cosmetic, and device storage and handling and maintenance of standards required by state laws and regulations.
Inspect, monitor, review, and evaluate all aspects of drug, cosmetic, and device storage, security, recordkeeping, handling, and distribution as required in each of the above mentioned areas.
Submit written reports regarding deficiencies and make recommendations for corrective action.
Receive and destroy unwanted controlled substances from healthcare facilities and other law enforcement agencies.
Investigate all phases of drug, cosmetic, and device distribution from raw materials to its ultimate usage.
Detect and investigate illegal activities of all registrants primarily in the area of diversion of controlled substances by health care professionals.
Conduct surveillances, raids, embargoes and seizures.
Interview witnesses, suspects, or arrested persons; assist other law enforcement agencies in similar investigations.
Statutorily authorized and empowered to obtain and serve search and seizure and arrest warrants, seize contraband and controlled substances, and make arrests without warrant.
Testify at criminal trials and administrative hearings.
Provide training to law enforcement personnel and nursing and pharmacy students; speak before health care professionals and other interested citizens and groups.
Respond to disasters where drugs, cosmetics, and devices are involved and identify and remove from commerce those affected products that may be injurious to the health and safety of consumers.
Take immediate action in response to recalls initiated by manufacturers of governmental agencies to remove drugs, cosmetics, and devices from commerce that are suspected to be harmful to the general public.
