About The Position

The U.S. Forest Service Program Management Support contract requires a Consultant to provide policy analysis, program management, and support services for a portfolio of dozens of highly complex U.S. Forest Service projects. The work is performed remotely during regular business hours to support projects located in many locations across the country and occasionally at locations outside U.S. borders. Most work occurs primarily in office environments, and may require participation in field-going activities in outdoor environments. The Consultant will provide strategic consulting, facilitation, change management, and accountability for measurable results across U.S. Forest Service projects. This position is contingent upon contract award.

Requirements

  • Authorization to permanently work in the United States without sponsorship.
  • Ability to complete background investigations and Personal Identity Verification (PIV).
  • Bachelor's degree and 8 years of experience OR Master's degree and 4 years of experience in business, management, information systems, or other related fields.
  • Must possess facilitation, management consulting training, or business improvement skills and techniques.
  • Skilled in areas such as, but not limited to, methodology development, change management, organizational development, activity and data modeling, individual and organizational assessments and evaluations, training to improve service or customer service, performance measurement, benchmarking, and identifying best practices.
  • Must proficiently use tools and techniques associated with business improvements.
  • Must be able to assist or lead in the facilitation of discussions and meetings with customer staff.

Responsibilities

  • Apply business improvement and reengineering principles to natural resources organizational development and process modernization projects.
  • Facilitate project teams; maintain team focus on execution of project activities and attainment of objectives; support personnel transitions.
  • Support knowledge transfer activities; work includes group facilitation, interviewing, training, among others.
  • Offer expert advice for methodology development, change management, organizational development, activity and data modeling, performance measurement, benchmarking, and identification of best practices.
  • Assist or lead in the facilitation of discussions and meetings with customer staff.
  • Demonstrate action, implement concepts, and seek meaningful results to problems.
  • Demonstrate creative 'Out-of-the-box' thinking and display strong communication skills.
