About The Position

This position will be assigned as a District-Wide position. The Construction Safety Manager will perform management oversight of construction activity on behalf of the client, reporting on contractor regulatory and contract safety compliance on multiple project sites. This role involves monitoring compliance with all current OSHA requirements, performing daily safety reviews of work in progress, and monitoring adherence to Owner Controlled Insurance Program (OCIP) requirements and procedures. The position also supports the Program Safety Manager by attending meetings and providing safety reports/analysis. The Construction Safety Manager will attend construction meetings, lead safety topics, report on site observations, and review upcoming construction schedules for hazard preparedness. Ongoing construction site safety inspections and daily safety reports are required, along with weekly Project Health Safety and Environmental Observation Reports. A key responsibility is the review of contractor safety submittals, incident reports, participation in safety stand-downs, and preparation of lessons learned. The role also includes documenting safety orientations and monitoring adherence to zero tolerance policies. Flexibility in schedule and transportation to work at multiple sites throughout the greater Los Angeles area is necessary, as is the ability to work in a fast-paced environment and manage priorities across multiple active construction projects.

Requirements

  • 10 years' of commercial construction experience in the US with a General Contractor
  • 5 years' experience in California with a Contractor or major subcontractor
  • 2 years' experience in construction of educational projects in a campus environment
  • Strong experience managing field construction teams on multiple projects.
  • Experience on demolition, renovation, and new construction building projects.
  • Experience working on OCIP programs.
  • All certificates and credentials must be active and current for consideration. Include a current copy of all certifications in resume package for verification.
  • Minimum of holding a valid Safety Management Specialist (SMS) certificate or Construction Health and Safety Technician (CHST) issued by the Board of Certified Safety Professionals (BCSP) or Certified Safety Manager Construction (CSMC) certificate issued by the National Association of Safety Professionals (NASP)
  • Current First Aid/CPR/AED Certification - include copy in resume package for verification.
  • Experience on modernization/renovation projects involving abatement, remediation of hazardous materials, hazardous material waste removal and handling, such as asbestos and lead based paint.
  • Strong experience working senior management and field teams on large building programs across multiple sites and locations.
  • Experience participating in scheduled construction Meetings with Contractors and Project Managers.
  • Strong experience in safety incident reporting and daily construction reporting for multiple projects.
  • Ability to effectively communicate with the Owner's Construction Management staff and the Contractor's Site Management Team.
  • Ability to manage, control, and report safety incidents in a timely manner in accordance with OSHA regulations and Owner's Requirements.
  • Proficiency with Microsoft Office, Adobe Acrobat and other basic software programs used in Construction.

Responsibilities

  • Perform management oversight of construction activity on behalf of the client.
  • Report on contractor regulatory and contract safety compliance on multiple projects sites.
  • Monitor compliance to all current OSHA requirements that relate to the specific construction projects.
  • Perform daily safety reviews of work in progress in accordance with current Safety Regulations and Standard Operating Procedures (SOP).
  • Monitor adherence to Owner Controlled Insurance Program (OCIP) requirements and procedures.
  • Support to the Program Safety Manager, including attending required meetings, or providing safety reports/analysis as requested.
  • Attend construction meetings with the college project team and general contractor.
  • Lead the safety topic (toolbox) in meetings.
  • Report on site observations (Observation Report).
  • Review upcoming construction schedule for hazard preparedness.
  • Perform ongoing construction site safety inspections and generate daily safety report for all site visits.
  • Submit weekly Project Health Safety and Environmental Observation Report to College Project Manager.
  • Perform ongoing review, for completion and accuracy, of contractor safety submittals, JHA, MOP, Fall Protection Plans, Crane Lift Plans, Excavation and Scaffold Erecting Plans, Confined Space Entry and hazard assessment of other high risk operations.
  • Perform review of contractor submitted incident reports.
  • Participate in safety stand-downs.
  • Prepare and submit lessons learned to the Program Safety Manager.
  • Perform and document safety orientation with contractor safety representatives.
  • Monitor adherence to zero tolerance and corrective action policy for workers found not in compliance with the Program’s safety policy.
  • Effectively communicate with the Owner's Construction Management staff and the Contractor's Site Management Team.
  • Manage, control, and report safety incidents in a timely manner in accordance with OSHA regulations and Owner's Requirements.
