About The Position

The Construction Project Group Manager plans and directs the Construction Project Management Group in the execution of infrastructure construction projects as well as serves as Project Manager for various General Plant Projects (GPP) projects. The Construction Project Management Group within Facilities Management and Logistics Division is composed of engineers and technical staff augmented by various specialty subcontractors collectively responsible for the safe execution of construction projects needed to sustain and modernize the physical infrastructure of a world-leading nuclear physics research facility sponsored by the U.S. Department of Energy (DOE). Responsible for construction management oversight and execution of indirect funded and GPP projects and is responsible for the development and implementation of procedures to achieve project, DOE and company requirements. Additionally, has Project Management (PM) oversight of various GPP projects to meet time and cost objectives with respect to safety, quality, scheduling, estimating, and contract administration functions. Position is responsible for oversight of the project planning, design, construction implementation and startup coordination. Position will have primary responsibility for managing the scope, schedule, and budget. The Project Manager will utilize tools and develop solutions to conflicts related to project implementation by presenting options to the Project Director and senior management when decisions are needed.

Requirements

  • 10 or more years increasingly responsible professional (not academic) experience solving construction/industrial problems.
  • Managing projects using an Earned Valued Management System (EVMS).
  • Management of major construction projects. Range $50k to $10M.
  • Management experience including initiating, planning, executing, controlling and closing processes as well as effective staff management and development.
  • Bachelor's Degree in Architecture or Engineering, Construction Management
  • Project Management Professional (PMP) within 1-1/2 years.
  • OSHA 30 Certification within 1 Year.
  • Extensive knowledge of construction and industrial safety/environmental practices.
  • Comprehensive understanding of effective project management practices and principles and proficiency in applying a disciplined approach to project management.
  • Competency in the areas of estimating, scheduling, budgeting/cost control, field supervision, financial reporting, client relationship, interpersonal skills, computer skills, safety/insurance, ability to communicate, both written and oral.
  • Ability to communicate and work effectively with customer groups and employees in a wide array of occupation and educational backgrounds and to facilitate and lead meetings and work groups in a team environment.
  • Ability to give effective presentations to critical/high level customers and effectively represent work group on review panels and cross-organizational teams.
  • Ability to formulate and manage plans, project scopes, project budget estimates, and business case presentations.
  • Strong organizational skills, with ability to execute multiple parallel projects with clear expectations and timelines.
  • Attention to detail with excellent record-keeping skills.
  • Excellent verbal/written communications, time management, interpersonal and organizational skills.
  • Understanding and knowledge of applicable federal worker health and safety laws, regulations, executive orders and DOE orders related to fire protection, loss prevention, and life safety.
  • Strong analytical skills with ability to identify and resolve complex problems and make recommendations to management.
  • Computer skills with schedule and estimating programs, Microsoft Word, Excel, PowerPoint.

Responsibilities

  • Ensure effective project management systems and tools are used to develop, document, and monitor cost controls, milestone schedules, and quality to assess project performance and achieve project deliverables.
  • Develops and manages existing construction management processes and procedures. Makes process improvements or innovations.
  • Coordinate activities to minimize impact on Lab operations. Provides detailed plans for scheduled construction activities during Scheduled Accelerator Maintenance (SAM) periods.
  • Effectively manages A-E consultants, and JLab support staff.
  • Identifies internal and external resources needed to adequately support assigned projects. Takes necessary actions to remedy unsatisfactory performance.
  • Manages project scope, cost and schedule including staffing requirements for assigned projects. Ensure effective tools are used to develop, document, and monitor cost controls, milestone schedules, and quality to assess project performance.
  • Provides clear expectations, direction, and assistance to project team members including consultants for effective and efficient execution of work.
  • Provides oversight of the Construction Management service contracts and task orders.
  • May act for the Facilities Engineering Manager in his/her absence.
  • Lead and Manage the Construction Management Group.
