Construction Project Engineer II

Willdan•New York, NY
•$85,000 - $100,000

About The Position

The Construction Project Engineer II provides technical and field coordination support for energy retrofit and infrastructure construction projects from preconstruction through commissioning and closeout. The role helps verify that project solutions are constructible, operationally sound, and achievable within approved scope, budget, schedule, and performance requirements. This Level 2 position applies practical experience with steam plants, heating and domestic hot water systems, chilled and condenser water systems, and building controls to identify issues early and coordinate solutions with project leadership, designers, subcontractors, and facility personnel. The employee independently manages assigned tasks and defined work packages under the direction of a Project Manager or Construction Manager, with increasing responsibility as technical judgment and delivery capabilities develop. The role coordinates technical reviews and recommends solutions within delegated authority. Final engineering design decisions, contractual commitments, and overall project budget and schedule accountability remain with designated licensed professionals and project leadership.

Requirements

  • Bachelor's degree in business management, construction management, engineering, or a related field, or an equivalent combination of education and relevant technical and construction experience.
  • Four or more years of combined experience in mechanical plant operations, construction, or related technical work, including project coordination or assistant project management responsibilities.
  • Practical knowledge of steam boilers, low-pressure heating, domestic hot water, chilled and condenser water systems, piping, and related building controls; ability to connect operating requirements with construction execution.
  • Ability to interpret drawings and specifications, document existing conditions, identify technical conflicts, and coordinate timely resolution with designers and project leadership.
  • Ability to organize multiple priorities, maintain accurate project records, communicate with trades and facility personnel, and follow issues through completion.
  • Working knowledge of construction sequencing, scope control, scheduling, and project documentation; willingness to develop cost forecasting, estimating, and energy performance verification skills.
  • Proficiency with standard office software and ability to learn WES construction management platforms.
  • Applicable OSHA and New York City site safety training and credentials required for assigned sites. Existing OSHA 40 and DOB SST/Supervisor SST credentials are subject to verification for currency and assignment requirements; complete any additional required training.
  • Valid driver’s license and ability to travel to assigned sites.

Nice To Haves

  • Familiarity with CUNY or NYCHA project environments, utility upgrades, change work, and closeout.
  • Procore experience or completion of assigned platform training.
  • Relevant FDNY credentials, electrical safety training, and continued project management education.

Responsibilities

  • Review drawings, specifications, submittals, and existing conditions to identify scope gaps, installation conflicts, access limitations, and coordination needs before and during construction.
  • Provide constructability and technical input for boiler, steam, chilled water, condenser water, domestic hot water, piping, and related controls work; coordinate other disciplines with appropriate specialists.
  • Evaluate project viability throughout delivery by comparing design assumptions and proposed installations with actual field conditions, utility availability, equipment interfaces, operating needs, and approved project requirements.
  • Identify technical issues that could affect cost, completion, maintainability, energy performance, or customer operations; document issues, evaluate practical options with the team, and obtain authorized direction before implementation.
  • Apply plant operations and troubleshooting experience to help investigate heating, hot water, condensate, vacuum, boiler control, and building management system issues, including Siemens and Honeywell controls where applicable.
  • Coordinate RFIs and technical submittals with designers and subcontractors; track responses and verify approved resolutions are reflected in field work and project records.
  • Coordinate assigned subcontractor activities, trade interfaces, site access, shutdowns, and temporary service arrangements; support continuity of operations in occupied campuses, housing facilities, and other institutional buildings.
  • Assist with site surveys, pre-bid walkthroughs, scope development, quantity checks, and bid comparisons; flag exclusions, incomplete scope, and long-lead equipment risks for project leadership.
  • Maintain three-week look-ahead schedules for assigned work, track procurement and installation milestones, and report constraints, delays, and recovery options to the Project Manager or Construction Manager.
  • Track installed progress, commitments, pending changes, and remaining work; provide field-based quantities and completion estimates for cost-to-complete forecasts and identify potential margin impacts.
  • Review proposed changes for technical necessity, scope alignment, quantities, and schedule implications; compile supporting records and assist with change order packages; obtain required approvals before committing WES to additional work or cost.
  • Observe work for conformance with approved documents and quality requirements; maintain deficiency and issue logs, coordinate corrective actions, and promptly escalate unresolved concerns.
  • Coordinate inspections, equipment startup, testing, balancing, and commissioning; help verify readiness, document results, and track operating or performance issues through resolution.
  • Attend and facilitate assigned coordination meetings; maintain clear minutes, action items, daily reports, photographs, RFIs, submittals, and change records in the designated construction management system.
  • Support customer and facility relationships through timely communication about work plans, service interruptions, unresolved concerns, and handover needs.
  • Coordinate punch lists, record drawings, operating and maintenance manuals, warranty information, training, and turnover documentation; help resolve incomplete work and support timely project closeout.
  • Promote safe work practices and promptly report hazards; coordinate with authorized safety and environmental personnel on confined spaces, electrical hazards, shutdowns, and asbestos abatement interfaces.
  • Provide assigned site coordination coverage, assist less experienced staff with documentation and field follow-through, travel to assigned offices and sites, and perform other duties assigned by the supervisor.
