About The Position

This position is responsible for technical and professional work in administering municipal construction projects executed or managed by the Public Services Department. The primary duty of this position is the coordination of utility, transportation, and facility construction projects, from procurement to completion, and in compliance with all federal, state, and local rules and regulations. This position requires advanced analytical skills and extensive project management responsibilities such as planning, permitting, cost estimating, contracts drafting, scheduling, supervising, and inspection of construction activities, as well as financial and budget reporting. Work is performed under the general direction of the Utility Design Manager or designee.

Requirements

  • Associate's degree (AS/AA) in civil/environmental engineering technology.
  • Four (4) years of experience in civil/environmental engineering field in a responsible position of managing/coordinating infrastructure projects.
  • State of Florida Department of Environmental Protection Qualified Stormwater Management Inspector certification or able to and will obtain one within six (6) months of employment.
  • State of Florida Department of Transportation Advanced Temporary Traffic Control certification or able and will obtain one within six (6) months of employment.
  • Valid Florida Driver's license. A valid out-of-state License is acceptable, but selected candidates must obtain and provide a valid Florida driver's license within thirty (30) days of start date.
  • Comprehensive knowledge of the principles, practices, and procedures of design, construction, and maintenance as it applies to municipal public services activities.
  • Comprehensive knowledge of materials and equipment used in municipal public services.
  • Comprehensive knowledge of design, permitting, feasibility estimate and management of complex engineering projects from various engineering disciplines: transportation, geotechnical, water and environmental resources, structural, construction, and surveying.
  • Comprehensive knowledge of application of contemporary techniques, sources, and methods of engineering, construction, maintenance, operation, design, and repair of municipal facilities and utility systems.
  • Comprehensive knowledge of project administration and management, budget management, accounting and financial principles, and data research, analysis, and evaluation.
  • Ability to read engineering and architectural blueprints and complex technical documents.
  • Ability to assume responsibility for working with diverse project teams and maintaining complete and accurate records for multiple jobs – working with multiple project managers, engineers, contractors, consultants, and accountants.
  • Ability to establish and maintain effective and amiable relationships with leadership, supervisors, residents, customers, employees, other departments, and agencies.
  • Ability to follow up with contractors, subcontractors, and material and equipment suppliers' compliance issues.
  • Ability to work efficiently and effectively; ability to communicate and present ideas effectively, both verbally and in writing; ability to establish and maintain effective working relationship with other employees; ability to provide a favorable impression and deal courteously with the public; ability to follow city policies and procedures; ability to exercise sound judgment in evaluating situations and making decisions; ability to use proper judgment regarding safety practices; ability to produce appropriate amounts of work and demonstrate initiatives in completing work tasks with a minimum of supervision and a high degree of integrity.
  • Ability to apply basic mathematical calculations.

Responsibilities

  • Planning and coordinating procurement and construction activities of municipal public services projects.
  • Preparing Contract Documents and Agreements and project permits required by various federal, state, and local agencies.
  • Managing and inspecting construction projects, from procurement to closing phase.
  • Creating and maintaining financial records pertaining to construction projects.
  • Reviewing and approving invoices and requisitions.
  • Facilitating Pre-Bid, Pre-Construction, and Construction Progress meetings for municipal projects managed by the Public Services Department, as assigned.
  • Reviewing construction plans, bid documents, construction contracts, scopes, schedules, and budgets.
  • Responding to residents' concerns and requests about construction activities taking place in their area.
  • Hosting various meetings, such as pre-construction, kick-off construction project meetings, and meetings with contractors.
  • Responsible for project management and accounting standards, such as project progress reports, requests for information, change orders, billing/payment cycles, processing payment applications, purchase orders, lien releases, AIA contracts, material submittals, etc.
  • Preparation of periodical progress reports and final closing reports for all assigned projects.
  • Monitoring and reporting on contractual services for compliance, managing budgets and expenditures by reviewing invoices and financial statements, and reporting on contractors' performance.
  • Assisting the designated Project Manager with developing engineering estimates and specifications for municipal public services projects, including but not limited to, utilities, transportation, and facilities.
  • Conducting site visits to ensure traffic congestion is eliminated, work is being completed per the construction plans, and worker and public safety is met.
  • Conducting inspection of complex municipal public services projects, including but not limited to, utilities, transportation, and facilities.
  • Performing additional duties as assigned.
