About The Position

Parsons is looking for an amazingly talented Sr. Construction Manager to join our team! In this role you will get to manage all on-site field construction activities associated with a large complex infrastructure project at Holston Army Ammunition Plant.

Requirements

  • 10 years experience in construction with at least 5 of those years as a superintendent or construction manager on projects similar in size and complexity to a $150M+ project.
  • Must be capable of interpreting a critical path schedule and construction drawings.
  • Requires extensive knowledge of construction-related processes, as well as a thorough knowledge of industry practices.
  • Demonstrated effective managerial capability is also required, as well as strong written and oral communications skills.
  • Experience in the construction of large civil/structural and/or industrial projects at domestic and/or foreign locations is preferred.

  • Familiar with the requirements of EM 385-1-1 and have experience in the areas of hazard identification and safety compliance.

Responsibilities

  • Directs the overall planning of construction activities to identify critical milestones and priorities.
  • Determines budget estimates and staffing requirements for the defined scope and schedule.
  • Ensures that the services of subcontractors and major construction equipment required by the project will be available at the appropriate time to ensure maximum efficiency and productivity.
  • Establishes assignments for Construction Superintendents for various work areas of construction operations, monitoring progress and recommending corrective action as necessary.
  • Manages the assignment of subcontractor manpower, materials, and equipment to maximize efficiency, maintain schedules, and to meet budget goals.
  • Keeps alert to possible problem areas and takes preventative action to ensure that critical milestones are met for each phase of the project.
  • Ensures the use of sound construction practices to attain required quality control at the maximum efficiency and minimum cost.
  • Maintain a current set and log of contract drawings on-site for daily checks to verify field work compliance, and escalate incomplete or unclear drawings to Engineering, Quality, and Management for resolution.
  • Ensure each field activity is clearly defined and agreed upon by stakeholders, and actively monitor the schedule to keep work on track.
  • When activities slip, identify the root cause and report findings and recommendations to management.
  • Coordinate with management and subcontractors on recovery or replacement plans to maintain schedule milestones and monthly revenue goals.
  • Prepares weekly & daily reports summarizing progress of construction activities for higher-level management and clients, including formal presentations.
  • Ensures effective implementation of all Company and client policies and procedures, including labor relations policies.
  • Serves as the primary contact with client representatives, subcontractors, and government representatives for construction-related activities.
  • Maintains strong client and community relations.
  • Coordinate schedule sequencing and construction execution plans with all subcontractors, especially multi-trade activities, to minimize interface conflicts and schedule impacts; lead weekly readiness and subcontractor coordination meetings (using existing agendas), host a monthly three‑month look‑ahead coordination call, and issue a written plan defining work sequences and boundary interfaces.
  • Work with the project engineering team to track RFIs and submittals that may affect field work or schedule progression; lead discussion of open items in weekly construction meetings, escalate overdue responses to engineering and the PM team via email with required resolution dates, and document related impacts in the weekly delay report.
  • Coordinate material deliveries with BAE and subcontractors to align with field activities and access.
  • Inspect delivered and stored materials with subcontractors to verify condition, proper storage, and warranty compliance, and ensure required checklists are signed and documentation is properly cataloged.
  • Coordinate with all stakeholders to schedule hold points, required inspections, AHAs, preparatory meetings, permits, and other documentation needs so that field activities start and progress without delay.
  • Ensure USACE is invited to all contractually required or high‑risk activities, and coordinate construction field permits to prevent schedule impacts caused by paperwork or lack of planning.
