About The Position

The intent of this contract is to expand the VA’s capabilities for contract management oversight of projects and project support services. The required support shall be needed to meet the Electronic Health Record Modernization (EHRM) infrastructure upgrades across the Hampton, VA Healthcare System (VAHCS) located at 100 Emancipation Dr, Hampton, VA 23667. All proposed personnel to perform services under this requirement must be United States citizens and obtain a favorable National Agency Check (NACI). The government requires a Construction Manager/Administrator (CM-CA) that will be on-site for the duration of the Electronic Health Record Modernization Construction Project. This individual will provide professional and technical consultative assistance related to operations, renovation, and new construction programs supporting EHRM. This includes assisting the Contracting Officer and the Contracting Officer’s Representative in the areas of project management, project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of EHRM design and construction projects.

Requirements

  • Minimum of three (3) years of construction field experience accomplishing similar CM tasks.
  • Working knowledge of construction practices and ability to use this knowledge to assist in implementing various plans including Quality Assurance, Safety, Time, Cost, Change, and Information Management.
  • Familiarity with the site operations of a General and Sub-contractor and the process of managing a building construction operation.
  • Working experience in monitoring the construction for Quality Assurance.
  • Experience in preparing, analyzing, and identifying incongruities and deficiencies in the contractor's work in relationship with the construction documents.
  • Understanding of the baseline schedule and ability to assist in determining the value of the acceptable work in place.
  • Must present three projects of the scale and difficulty at which the candidate held a similar position.
  • Possess Communication, Language, and Software Skills with the ability to utilize a variety of software programs to monitor, update, and produce work products and compile data and records by applying both knowledge of the construction industry and computer literacy.
  • Must be a United States citizen.
  • Must obtain a favorable National Agency Check (NACI).

  • A technical degree in Construction Management, Engineering or related field (preferred but not required if applicable construction administration experience can be shown)

Responsibilities

  • Provide professional and technical consultative assistance related to operations, renovation, and new construction programs supporting EHRM.
  • Assist the Contracting Officer and the Contracting Officer’s Representative in project management, project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of EHRM design and construction projects.
  • Be familiar with the site operations of a General and Sub-contractor and the process of managing a building construction operation.
  • Monitor the construction for Quality Assurance.
  • Prepare, analyze, and identify incongruities and deficiencies in the Contractor’s work in relationship with the construction documents.
  • Understand the baseline schedule and assist in determining the value of the acceptable work in place.
  • Conduct or attend weekly or bi-weekly project meetings to review and monitor projects and project schedules.
  • Review construction contractor payment requirements, including preparation of necessary forms for payment processing by VA.
  • Keep thorough records of occurrences, contracts, and other construction-related matters of the project to assist the VA in conflict resolution.
  • Perform scheduling, conduct and document regular progress meetings with all interested parties to review project status, discuss problems, and resolve issues accordingly.
  • Monitor the services of an independent testing agency/laboratory to perform project-specific quality control testing and inspection services.
  • Maintain marked-up sets of project plans and specifications for future as-built drawings.
  • Perform routine inspections of construction as work proceeds, taking action to identify work that does not conform to the contract requirement, and notifying the VA and general contractor when work requires correction.
  • Compile thorough site inspections and lists of defects and omissions related to the work performed and providing these lists to the contractor for correction.
  • Monitor project financial data and budgetary cost accounting.
  • Assist in relocation efforts.
  • Administer construction contract change orders, including preparing cost estimates and reviewing cost proposals.
  • Review submittals.
  • Review Request for Information and Responses.
  • Maintain Daily Logs of Activity.
  • Coordinate Owner-supplied equipment.
  • Manage Operational and Maintenance data.
  • Manage Closeout Submittals and other services as may be required by the VA.
