About The Position

Turner & Townsend is seeking an experienced Construction Manager to oversee projects within a petrochemical facility. This role manages day-to-day construction activities and small capital upgrade projects ranging from $10,000-$1M. The ideal candidate will have 8 years of construction field experience, preferably within Oil & Gas, electrical & instrumentation (E&I), refinery, industrial, or manufacturing environments. This role is a 100% on-site role in New Albany, New York. The Construction Manager oversees daily field operations, ensuring work aligns with quality, performance, safety, and regulatory standards. Responsibilities include planning and implementing construction tasks, managing procurement of materials and subcontractors, conducting daily site inspections, monitoring progress against cost and schedule requirements, and ensuring all drawings, permits, and certifications required for compliance are in place. This role maintains transparent communication with Project Managers, owners, site leadership, and HS&W teams to drive issue resolution and support a proactive safety culture. SAP experience is required. Provides technical creation of scope of work for assigned work order by the Sabic planning group. Coordinate certain portions of maintenance and project administration such as cost control, document control contract changes, shop drawings, etc. May be responsible for certain subcontractors as part of a large project and perform basic project management functions. Under the client’s direction, the Construction Manager will coordinate with the general contractor and architect/engineering teams on all construction-related activities, including site layout and design (roads, infrastructure, utilities), constructability reviews, cost/schedule risk identification, and reporting, leading Turner & Townsend’s on-site project team, coordinating with vendors, architects, engineers, suppliers, and GC partners, applying knowledge of building codes, industry standards, and AHJ requirements, and ensuring strong HS&W performance. Work with client project manager and project engineers to develop project strategies and coordinate activities with subcontracted engineers. Capable of managing multiple work orders and project activities with a primary focus on safe work practices. Interact as a shared resource with both the maintenance supervision group and contractor management group. Activities may include coverage of work orders and projects when co-workers are not on site. The role also involves Design Phase Services such as supporting development of the Minimum Functionality Case and enhancement opportunities, contributing to value-engineering efforts, identifying long-lead procurement items and providing market insight, assisting with preparation of RFPs for GC and commissioning services, establishing success criteria (schedule, cost, technical, safety, quality), reviewing design and construction drawings for constructability and compliance, participating in risk identification and mitigation planning, assisting with baseline schedule development and progress reporting, and participating in criticality assessments. Design & Construction Services include coordinating with AHJs, developers, and utilities, reviewing product data submittments, supporting commissioning plan development, reviewing RFIs and submittals. Construction Phase, Commissioning & Handover involves reviewing GC and subcontractor schedules for alignment with contract requirements, providing oversight through regular site visits and field progress evaluations, attending daily/weekly construction and coordination meetings, reporting on overall construction effort and performance, comparing schedule progress against field production, coordinating cost/schedule reporting and dashboards, ensuring documentation is uploaded to the client’s system of record, and supporting issue tracking, punch list resolution, inspections, and testing activities. SOX control responsibilities may be part of this role, which are to be adhered to where applicable.

Requirements

  • Minimum 8 years of construction or project management experience
  • 8 years of construction field experience, preferably within Oil & Gas, electrical & instrumentation (E&I), refinery, industrial, or manufacturing environments.
  • Degree in Construction Management or related field
  • Proficiency with Microsoft Project, Excel, Word, and PowerPoint
  • Experience working with I&E projects and familiar with automation & controls
  • Ability to lead and coordinate multiple stakeholders
  • Excellent communication and interpersonal skills
  • Strong ability to build productive working relationships
  • Resourceful problem-solver with strong execution discipline
  • SAP experience is required.
