About The Position

Chenega Architecture Design Solutions (CADS) is seeking a Construction Manager to provide construction engineering and project management labor support to various locations within the NAVFAC Washington Area of Responsibility. CADS is an Alaskan Native Small Disadvantaged Business, a wholly owned subsidiary of Chenega Corporation, focused on solving complex challenges with dedication and excellence. Requirements

  • High school diploma or GED required
  • 15+ years’ experience as a Superintendent, Quality Control Manager, or a Project Manager
  • Thorough knowledge of construction practices and methods, as well as construction management.
  • Secret clearance required
  • Successfully pass background and drug screening
  • Ability to review technical engineering specifications and statements of work covering complex and diverse engineering designs or changes.
  • In-depth knowledge of the various types of construction contracts, project delivery methods, and regulations governing Federal contract administration.
  • Able and willing to travel on construction jobsites (approximately 20% of the time).
  • Able to communicate (both orally and in writing) effectively to all leadership levels.
  • Knowledge and experience with applicable Codes and Industry Standards.
  • Knowledge of EM 385-1-1, US Army Corps of Engineers (USACE), Safety and Health Requirements Manual.
  • Ability to prepare cost estimates and assist in negotiations of change orders when requested.
  • Knowledge of computer operations and software applications such as MS office (Word, Excel, Access, and PowerPoint, Primavera P6).

Responsibilities

  • Review pre-final contract drawings and specifications for constructability and compatibility with field conditions.
  • Develop and execute projects using Design-Bid-Build and Design-Build delivery methods.
  • Coordinate mandatory post-award contract meetings, including kickoff meetings, preconstruction conferences, partnering meetings, schedule acceptance meetings, design review meetings, coordination meetings, LEED coordination meetings, facility turnover planning meetings, and final inspections.
  • Review and recommend acceptance/rejection of contractor administrative submittals (schedules, environmental plans, quality control plans, health and safety plans, accident prevention plans).
  • Coordinate review and approval of technical submittals (shop drawings, product data, samples, design data, manufacturer's instructions, test plans/reports, certificates, O&M data).
  • Manage contractor Requests for Information (RFIs) and ensure timely responses.
  • Ensure effective communication and coordination between project stakeholders.
  • Drive design-build projects, including design acceptance.
  • Monitor project budget and schedule constraints, initiating corrective actions as necessary.
  • Visit construction sites to monitor progress, solicit input from Engineering Technicians/Quality Assurance representatives, and review CQC reports.
  • Attend QC meetings, including preparatory meetings for critical work activities.
  • Ensure the contractor's quality control program meets contract requirements and utilizes the three phases of quality control.
  • Provide project status updates to senior personnel.
  • Manage Post Construction Award Services (PCAS).
  • Coordinate the delivery, acceptance, inspection, and installation of Government-furnished equipment.
  • Coordinate the installation of collateral equipment and utility connections.
  • Prepare property record inventory documents and DD 1354 Transfer and Acceptance of Military Real Property.
  • Identify the need for modifications to scope, cost, and/or schedule.
  • Assist in the issuance of contractor requests for proposal.
  • Ensure funds are reserved for modifications.
  • Prepare independent government estimates (IGEs).
  • Prepare or coordinate the preparation of sketches and drawings for negotiations and modifications.
  • Perform other duties as assigned.
