About The Position

The Department of Environmental Services (DES) is seeking a Construction Management Specialist to join the Engineering Bureau. This role serves as the Project Officer responsible for inspecting and overseeing contracted work on construction sites for capital improvement, stormwater, and utility projects. The employee will also manage construction contracts and act as a liaison to project managers. Construction projects include capital projects being built by the County and infrastructure projects impacting the County right-of-way.

Requirements

  • Graduation from high school, technical school and/or a college program/courses in a related area, such as engineering, architecture or construction management.
  • Three (3) years' experience in construction management, construction contract administration or inspection on utility projects, or stormwater, stream restoration, or site utilities.
  • Possess, or obtain by time of appointment, a valid driver’s license, and provide or authorize Arlington County to obtain a copy of official driving record.
  • Ability and willingness to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite.

Nice To Haves

  • Associate or Bachelor's degree in Engineering, Architecture, Construction Management or a related area.
  • Experience writing, negotiating, and interpreting contracts and/or funding program allocations.
  • Experience or training interpreting road, bridge, or utility construction plans, or construction plans in a related area.
  • Proficiency using MS Office Suite (i.e. Word, Excel, Access).
  • VDOT certification in asphalt, concrete, aggregate, erosion and sediment control, intermediate work zone safety.

Responsibilities

  • Conducting compliance inspections and enforcement activities to ensure a variety of complex construction projects are following engineering standards, environmental stipulations, permitting requirements, regulations and planning documents and construction industry and County standards.
  • Monitoring contractors’ performance to ensure work is completed according to plans, specifications, regulations, and contracted schedule.
  • Analyzing and interpreting project specifications and blueprints.
  • Changing or modifying project scope of work.
  • Analyzing and reviewing cost estimates during construction, and making recommendations regarding modifying project schedule and materials lists.
  • Approving and rejecting contractor invoices and submitting necessary documentation for Purchase Order requisitions.
  • Coordinating construction with adjacent and overlapping internal and external projects.
  • Maintaining and preparing progress reports, records and files on all contract work performed.
  • Attending pre-construction and close-out meetings and notifying the surrounding community of upcoming work and project status changes.
  • Functioning as an onsite subject matter expert and liaison to project stakeholders, project team members, and/or the community in relevant functional area, monitoring progress and initiating action to ensure project aligns with standards or contract requirements.
