About The Position

Under the direction of County Administration, this position oversees and initiates all building construction projects for the County and performs all related duties as required. Positions in this class perform routine analytical reviews and identify needed corrective actions to resolve discrepancies; answer questions; and maintain documents and records. Familiar with construction trades and practices in addition to contract negotiations. Familiar with Local, State and Federal codes and regulations related to construction or new facility and renovation or existing.

Requirements

  • Graduation from an accredited College or University with a Bachelor of Science Degree in Construction Management, Civil Engineer or an Architectural Degree.
  • Five years of Building Construction experience or Construction Management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Familiar with construction trades and practices.
  • Familiar with contract negotiations.
  • Familiar with Local, State and Federal codes and regulations related to construction or new facility and renovation or existing.

Responsibilities

  • Develops, coordinates and initiates the development of plans and specifications for all construction projects.
  • Reviews construction plans and specifications for accuracy and recommendations.
  • Serves as contact liaison between architects, contractors, sub-contractors, engineers and the County.
  • Works closely with other Departments within the County to develop construction projects.
  • Develops cost estimates for all construction projects through acceptable practices and market trends.
  • Follows all required local, state and federal codes and regulations when developing construction plans and specs for all projects.
  • Visits construction sites periodically to verify work completed and prepares weekly and monthly progress reports. Monthly progress reports are to be submitted to administration by the 15th of each month.
  • Works with the purchasing department to solicit bid proposals for all projects through approved methods.
  • Reviews and makes recommendations for change orders.
  • Presents items directly to the Commissioners Court for consideration and approval.
  • Review all construction invoices for accuracy before presenting for approval.
  • Develop preliminary site plans for proposed projects along with preliminary construction cost estimates for discussion and consideration.
  • Supervises subordinate employees within the department.
