About The Position

Aldevra is currently seeking a qualified Construction Inspector to support the United States Coast Guard (USCG) Academy in New London, CT. We are looking for someone who brings a positive attitude, strong attention to detail, and clear communication. This position is contingent upon contract award.

Requirements

  • Must be able to obtain CAC clearance.
  • This position requires passing an extensive background check.
  • High school level education or 5 years of experience in construction field with 4 year college degree in Engineering, PE, PMP, or QA/QC certifications attained within the last 10 years.
  • 10 years of construction experience in management, QA/QC, superintendent, or safety where daily and weekly reports are required.
  • Basic computer and software skills are required
  • Valid Real-ID state-issued driver's license
  • Excellent verbal communication skills and telephone manner
  • Excellent and accurate written communication
  • Familiarity with Windows operating systems; online calendars and cloud systems; intermediate to advanced skills Microsoft office products required

Responsibilities

  • Attend pre-construction, quality control, progress and other conferences and meetings as needed.
  • Take minutes of meetings as directed by the PM/COR.
  • Review and become familiar with the contract documents for proposed construction.
  • Review, analyze, and make recommendations (including preparation of cost estimates and time/schedule impacts) on potential construction changes to the FDCC PM.
  • Review and comment on progress schedules, including network diagrams.
  • Provide daily inspection and surveillance of construction work to ensure the work is in accordance with the construction contract.
  • Review, make applicable comments, and sign the daily construction reports.
  • Notify PM/COR of non-compliant work.
  • Scan and archive signed DCRs.
  • Copy DCR’s to CD-ROM monthly and deliver to COR.
  • Witness field tests and review all testing reports completed by the construction contractors and check any materials for conformance with specifications.
  • Establish and maintain a log of all field tests required by the contract documents.
  • Perform surveillance of survey operations for layout and elevations of construction work.
  • Make field notes on drawings and verify that contractor as-builts are accurately annotated with actual locations in field.
  • Monitor submittals utilizing a submittal status log.
  • Develop and maintain a filing system for submittals utilizing UniFormat system.
  • Inform PCC and its representatives of safety violations, subject to the limitations in Section 5 of this document.
  • Alert COR of severe or repeated violations that should be addressed at the progress meeting.
  • Coordinate requests for passes, outages, excavations, hauling, and delivery routes associated with Coast Guard property.
  • Review and comment on the accuracy of the PCC’s payment requests and certified payrolls.
  • Verify quantities of all work in place, materials stored onsite and all skilled and non-skilled laborers onsite employed by the PCC and/or subcontractors.
  • Initial all payment requests and certified payrolls.
  • Review and comment on accuracy of Contractor's project schedule updates.
  • Maintain an Inspector’s Daily Diary. The Diary shall be in a bound, not loose-leaf, notebook. Turn over the complete diary to the KO at the end of the project.
  • Maintain orderly working files for correspondence, minutes of meetings and conferences, payments, updated progress schedules, monthly progress reports, punch lists, field changes, requests for information (RFIs), and contract documents. This includes amendments, notices to proceed, change orders, modifications and other locally generated documents developed during the course of construction.
  • Archive electronic copies of all documents and copy to CD-ROM at completion of project.
  • Notify the KO via the COR and/or PM of any potential PCC claims/disputes related to contract requirements and/or discrepancies in the drawings and specifications.
  • Review and prepare comments on PCC’s requests for time and price adjustments.
  • Maintain a file of construction photographs documenting progress and problem areas and include appropriate photographs in weekly progress reports.
  • Prepare and submit weekly progress reports to the PM by 12:00 PM (noon) each Friday. Reports shall be submitted via e-mail with a minimum of four (4) photos. The photos shall be dated and have a captioned description.
  • Archive electronic copies of all reports and copy them to a CD-ROM at completion of the project.
  • Comment on all PCC requests for final inspections regarding the completeness of specified construction work.
  • Participate in pre-final and final inspections, assist in preparation of detailed punch lists, and check that all punch list items are corrected prior to final payment.
  • Verify PCC’s maintenance of accurate as-built drawings on a weekly basis and provide comments on completed as-built drawings.
  • Provide comments on accuracy of as-builts on weekly progress construction report.
  • Assist in the review of, and comment on all Installation Instructions and Operation and Maintenance Manuals provided by the PCC.
  • Confirm compliance with contract RFP.
  • Review Contractor’s Certified Payrolls for compliance with minimum wage determination.
  • Conduct labor standards interviews of at least 2 random employees each month.
  • Document interviews on SF 1445 (REV. 12-96) and submit completed forms to the KO via the COR and/or PM.
  • Perform inspection services whenever contractor personnel are on site and performing work as part of the construction contract.
  • The CI home office shall maintain archive electronic copies of all weekly reports and other documents referenced in previous paragraphs, such that they can be restored in the event they are lost in the field office.
