About The Position

The Construction Contract and Accounting Manager leads the integrated contract administration and project accounting functions for federal, defense, state, local, and commercial construction work. The role manages contracts from pre-award review and setup through performance, modification, billing, compliance, audit support, and closeout, while maintaining accurate job-cost, work-in-progress, revenue, cashflow, and project financial reporting. This position partners with executive leadership, project management, estimating, procurement, subcontract administration, customers, and finance to protect contractual rights, promote regulatory compliance, strengthen internal controls, and support profitable project execution. This role will additionally support and assist the President of Suh’dutsing Contracting Services, Project Managers, and other Company leaders with contract management and financial information.

Requirements

  • Advanced knowledge of federal construction contracting and project accounting.
  • Working knowledge of FAR, DFARS, DCAA, federal cost principles, and applicable accounting standards.
  • Ability to interpret contracts, modifications, task orders, and subcontracts and update construction accounting for the same.
  • Proficiency in job costing, project billing, financial reporting, reconciliations, and close activities.
  • Knowledge of construction contracts, change orders, retainage, and WIP reporting.
  • Ability to identify and resolve contractual, financial, and compliance risks.
  • Strong negotiation, communication, documentation, and problem-solving skills.
  • Ability to collaborate effectively with internal and external teams including project managers (PM’s), customers, subcontractors, and advisors.
  • Advanced Microsoft Excel skills and proficiency with Sage Intacct, ERP, contract, and project management systems.
  • Strong analytical, organizational, leadership, and time-management skills.
  • Ability to improve processes, maintain internal controls, and train team members.
  • Ability to safeguard confidential and contract-sensitive information.
  • Bachelor's degree in accounting, Finance, Business Administration, Contract Management, or related field.
  • Seven years of relevant accounting or contract-management experience, including five years in construction.
  • Experience managing federal or public sector construction contracts through closeout.
  • Experience with contract modifications, subcontract requirements, funding, invoicing, compliance, and audits.
  • Experience with job costing, WIP reporting, forecasting, project billing, and accounting close activities.
  • Knowledge of federal invoicing, Davis-Bacon compliance, certified payroll, bonding, and insurance requirements.
  • Proficiency in construction accounting, contract management, and project management systems.
  • Must be legally authorized to work in the United States.
  • Must comply with company policies, contractual obligations, ethics requirements, cybersecurity practices, and applicable laws and regulations.

Nice To Haves

  • Multi-entity, joint venture, intercompany, or geographically dispersed project experience preferred.
  • Relevant accounting, construction finance, or federal contract management certification preferred.

Responsibilities

  • Manage administration of construction contracts from post-award through final closeout.
  • Review contract requirements and communicate key risks and obligations.
  • Maintain accurate, complete, and audit-ready contracts and project records.
  • Review contracts and awards for state sales or similar taxes. Coordinate with CFO and CAO to register with the states where required and file sales tax returns where required. Ensure compliance with FAR, DFARS, Davis-Bacon, and other applicable requirements.
  • Coordinate contract performance and compliance across project and leadership teams.
  • Monitor funding, schedules, deliverables, deadlines, and project risks.
  • Administer modifications, change orders, claims support, and time extensions.
  • Oversee subcontract and purchase-order compliance and closeout.
  • Manage job costing, billing, collections, reconciliations, and project closeout.
  • Prepare WIP reports, update forecasts and budgets, cash-flow analyses, and financial reporting as provided by project managers (PM).
  • Complete accounting close activities and reconcile project and financial systems.
  • Support audits, customer reviews, DCAA examinations, and compliance inquiries.
  • Improve contract administration, accounting processes, and internal controls.
  • Train, guide, and work with team members on contract, documentation, and compliance requirements.
  • Protect confidential, controlled, and contract-sensitive information.
  • Perform other duties and special projects as assigned.
