About The Position

SLR Consulting is seeking a highly experienced Construction & Capital Project Assurance Manager to support lenders, financiers, and internal stakeholders on major mining, energy, and resource-sector infrastructure developments. This Principal-level role is based in Denver, Colorado, USA. The position goes beyond traditional construction monitoring, providing independent oversight of capital investment performance, project controls, and financial integrity. The manager will assess project development and execution, risk exposure, reporting, schedules, costs, controls maturity, and governance to support investment decisions and corporate strategy. The role also helps ensure projects meet approved designs, schedules, budgets, environmental commitments, and lender obligations. Acting as a trusted representative of lenders and investors, the manager will promote continuous improvement in project systems, reporting accuracy, and capital discipline, and advise senior management and investment stakeholders across complex developments.

Requirements

Minimum 15 years of industry experience, including at least 10 years in construction, commissioning, or project delivery on large-scale mining, infrastructure, or energy projects.
Strong understanding of EPC/EPCM delivery models.
Experience with construction scheduling and planning, such as Primavera P6.
Proficiency in cost control and project controls.
Experience with contract administration and claims evaluation.
Strong QA/QC, standards, and compliance capability.
Risk management and project assurance expertise.
Bachelor's degree in Civil, Mechanical, Mining, or a related Engineering discipline.

Nice To Haves

Prior Lenders' Technical Advisor or Independent Engineer experience.
Chartered Professional Engineer designation.

Responsibilities

Lead and assess capital project controls processes, including Work Breakdown Structure development, cost estimating and estimate assurance, cost control, forecasting, and project accounting and reporting.
Review and validate project budgets, cash flow forecasts, contingency usage, and change management processes to ensure alignment with approved investment objectives.
Monitor construction progress, productivity, and physical completion against project schedules, milestones, and execution plans through site inspections and progress reviews.
Assess contractor performance, construction methodologies, schedule integrity, and critical path risks to identify potential delays or delivery impacts.
Review and verify payment certificates, drawdown requests, variation orders, claims, and other commercial drivers affecting project costs or timelines.
Identify emerging project risks, cost overruns, non-conformances, and dispute exposure, and support mitigation strategies.
Ensure projects are executed in accordance with technical standards, specifications, permits, QA/QC requirements, and lender obligations.
Monitor health, safety, environmental, and social performance, including incident reporting, performance trends, and environmental management commitments.
Prepare clear, accurate, and timely reporting for senior leadership, lenders, and project sponsors, covering project performance, forecast outcomes, and key risks.
Collaborate with finance, technical services, strategic planning, supply chain, IT, and regional project teams to support project governance and reporting.
Liaise with lenders, sponsors, EPC/EPCM contractors, consultants, and project management teams, and participate in site meetings, technical reviews, and stakeholder discussions.
Advise senior management and investment stakeholders on major mining, energy, and infrastructure developments, including mining operations, mineral processing facilities, ports and rail infrastructure, power generation and transmission assets, oil and gas facilities, and renewable energy projects.
