About The Position

Davenergy Solutions is seeking a full-time Construction Administrator (CM-CA) to provide onsite Construction Facilities Management (CFM) support at the West Haven VA Medical Center in West Haven, CT. This role supports major renovation and construction efforts within an active VA medical facility by providing administrative and coordination support in accordance with Government requirements.

Requirements

  • Ability to quickly understand and master the requirements of local, state, and federal jurisdictions and their relation to the project.
  • Communication, language, and software skills with the ability to utilize a variety of software programs to monitor, update, and produce work products by applying knowledge of computer literacy.
  • Working knowledge of construction practices and ability to use this knowledge to assist in implementing various project plans including Quality Assurance (QA), Safety, Schedule, Cost, and Change & Information Management.
  • Familiarity with site operations of a General Contractor and Subcontractors and the process of managing a building construction operation.
  • Working experience monitoring construction activities for Quality Assurance (QA).
  • Experience preparing, analyzing, and identifying incongruities and deficiencies in the Contractor’s work relative to construction documents.
  • OSHA 30-Hour Safety Training (to be completed within contract timeframes).
  • VA Cyber Security Awareness Training (to be completed within contract timeframes).
  • VA Privacy Awareness Training (to be completed within contract timeframes).
  • VA IT Training for operation of VA systems (e.g., TRIRIGA), as applicable (to be completed within contract timeframes).

Nice To Haves

  • A degree from an accredited institution of higher learning may be possessed, or evidence of work experience or technical knowledge to compensate for the absence of higher education.
  • A minimum of three (3) years of construction-related experience may be substituted and will be reviewed for acceptability.
  • Extensive construction experience and other credentials may be substituted for consideration. Expertise in the requested discipline must be evidenced by extensive experience and qualifications.
  • Work experience and completed projects shall be identified in the credentials of the individual to show competency to undertake a rigorous program in construction in all identified task order scope of work required solicitation.
  • The CM-CA shall present three projects of the scale and difficulty at which he/she held a similar position.

Responsibilities

  • Responsible for construction administration and oversight in support of EHRM projects at an active medical facility.
  • Provides administration oversight and evaluation concerning all construction disciplines as they pertain to project work.
  • Assists with project management, project engineering, planning, scheduling, constructability reviews, code compliance, testing, record keeping, quality control, cost control, and general oversight of EHRM construction projects.
  • Conducts site inspections, prepares daily logs, and documents work progress, quality issues, and compliance.
  • Assists with submittal reviews, RFIs, progress meetings, contractor pay application reviews, and issue resolution.
  • Determines documentation needs based on engineering risk assessments that could impact patient care or facility operations.
