This opportunity resides with All-Domain Operations (ADO), a business group within HII’s Mission Technologies division. All-Domain Operations comprises multi-domain operations, platforms and logistics, and intelligence operations. The Congressional & Stakeholder Engagement Analyst will support an U.S.A.F customer in their mission to interface with Congress and critical defense‑technology stakeholders. This role provides analysis, coordination, and strategic communication support to enhance technology engagement efforts across the Department of Defense and partner organizations. The ideal candidate possesses deep familiarity with DoD acquisition processes, congressional engagement, and emerging technology ecosystems.

Requirements

  • 6 years relevant progressive experience with Bachelors in related field; 4 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant progressive experience.
  • Strong knowledge of DoD budget processes, PPBE, and congressional oversight structures.
  • Ability to communicate complex technical and acquisition topics to senior leaders and policymakers.
  • Exceptional writing, briefing, and research skills.
  • Active TS/SCI

Nice To Haves

  • Experience working within or supporting SAF/AQ, OSD, or Service‑level acquisition organizations.
  • Prior experience staffing congressional engagements or preparing senior leaders for hearings.
  • Familiarity with emerging technology trends across defense, commercial, and dual‑use sectors.
  • Experience engaging with commercial technology companies, VC firms, or innovation ecosystems.

Responsibilities

  • Serve as a primary support advisor to the client for all congressional engagement activities, including preparation for hearings, briefings, staffer engagements, and legislative inquiries.
  • Provide analysis and support for USAF technology‑engagement initiatives with stakeholders across: DoD Fourth Estate Agencies, Military Services, Combatant Commands, Intelligence Agencies, U.S. Congress, Allied and partner nations, Defense industry partners, Research universities and FFRDCs, Think tanks, Small business organizations, Venture capital and investment communities, Innovation hubs and accelerators.
  • Support the planning and execution of Commercial Solutions Opening (CSO) activities in accordance with DFARS 212.70 to accelerate access to innovative commercial technologies.
  • Develop a deep understanding of acquisition processes across DoD organizations, including Service‑specific and joint procurement pathways.
  • Advise senior leaders and congressional stakeholders on commercial technology considerations, market trends, acquisition reform topics, and commercial best practices.
  • Analyze policy, legislation, and budget materials affecting Air Force and DoD acquisition priorities.
  • Prepare high‑quality written materials including talking points, white papers, action memos, briefings, and responses to congressional questions.
  • Facilitate cross‑agency collaboration to support rapid technology adoption and innovation initiatives.
  • Track stakeholder engagements, maintain situational awareness of ongoing efforts, and recommend actions to strengthen relationships and communication.
  • Coordinate with internal USAF offices to ensure consistent messaging and alignment with Air Force acquisition strategies.
  • Provide qualitative and quantitative analysis to support decision‑making by senior leaders.
